Government Expands GeM Access for MSEs, Startups, and Women Entrepreneurs

The Government has launched a series of initiatives aimed at enhancing the accessibility of the Government e-Marketplace (GeM) for micro and small enterprises (MSEs), startups, and women entrepreneurs. These measures include the introduction of marketplace filters to highlight products from these groups, reduced vendor assessment fees, and the establishment of GeM Outlet Stores to promote local products. Additionally, the government is fostering partnerships with various organizations to boost participation and streamline the onboarding process for sellers.

Enhancing Accessibility for Entrepreneurs

To improve the participation of MSEs, startups, and women entrepreneurs in government procurement, the Government has implemented several key initiatives. One significant step is the introduction of marketplace filters and product catalog icons that allow buyers to easily identify offerings from these groups. This feature is particularly beneficial in the Direct Purchase and L1 mode of procurement, ensuring that products from MSEs and women entrepreneurs are prominently displayed. Furthermore, the government has reduced vendor assessment fees for Original Equipment Manufacturers (OEMs) and eliminated the requirement for caution money, making it easier for new vendors to enter the market.

In addition to these financial incentives, the government has created eight GeM Outlet Stores under the “#vocalforlocal” initiative. These stores aim to establish forward market linkages for women, startups, self-help groups, artisans, weavers, and farmers’ producer organizations (FPOs). By providing a dedicated platform for local products, the government is not only promoting entrepreneurship but also supporting the broader “Make in India” campaign.

Streamlined Seller Registration and Partnerships

The Government is also focusing on simplifying the seller registration process on the GeM platform. An Application Programming Interface (API) integration with the Udyam MSME database allows for a two-step auto-registration process, significantly reducing the barriers for new sellers. This streamlined approach is designed to encourage more entrepreneurs to join the marketplace and contribute to the growing ecosystem of government procurement.

Moreover, the government has established strategic partnerships through Memorandums of Understanding (MoUs) with key organizations such as Laghu Udyog Bharati and the Federation of Indian Chambers of Commerce & Industry Ladies Organization (FLO). These collaborations aim to enhance outreach and support for MSEs and women entrepreneurs, facilitating their participation in industry exhibitions, fairs, and other promotional events.

Promoting Inclusivity and Economic Growth

A recent study conducted by IIT Delhi has highlighted the positive economic impact of the GeM platform. The findings indicate that GeM not only broadens access for government buyers but also reduces procurement costs related to transportation and advertising. Users have reported that GeM is a cost-effective and transparent platform, reinforcing its role in efficient public procurement.

The study also assessed GeM’s inclusivity, particularly in relation to the Make in India policy. It found that the platform successfully creates opportunities for startups, MSMEs, and SC/ST entrepreneurs. Stakeholders expressed positive sentiments regarding GeM’s efforts to foster a diverse and supportive procurement environment, which is crucial for economic growth and development.

Empowering Marginalized Groups

The GeM platform has made significant strides in providing equal opportunities for marginalized groups, including SC/ST entrepreneurs. By incorporating marketplace filters that distinguish products from these entrepreneurs, GeM facilitates compliance with the Public Procurement Policies for Micro and Small Enterprises Order, 2012. This initiative not only empowers these groups but also promotes a more inclusive business environment.

The study’s findings underscore the importance of GeM in enhancing market access for MSEs and startups. By simplifying the procurement process and offering equal opportunities, GeM is helping to create a more equitable landscape for all entrepreneurs. This information was shared by the Minister of State for the Ministry of Commerce & Industry, Shri Jitin Prasada, during a recent session in the Rajya Sabha.
