Technology Development Fund Scheme

An additional grant of โน500 crore has been sanctioned by Defence Minister Rajnath Singh to support Deep-tech and cutting-edge projects under the Technology Development Fund (TDF) scheme. The initiative aims to enhance technological advancements in various sectors. Currently, nine projects have been launched, engaging multiple industries through the Defence Research and Development Organisation (DRDO) and its Industry-Academia Centres of Excellence (DIA-CoEs).
Focus Areas of the Projects
The projects funded under the TDF scheme encompass a wide range of research areas. These include Powder Metallurgy, High Power Microwave Sources and Devices, Advanced Ballistics, and Smart Textile Technology. Other significant fields of study involve Photonic Technologies, Aerospace Systems, Artificial Intelligence, Robotics, and Quantum Technology. The initiative also explores Naval Systems, High Power Continuous Wave Laser Sources, Additive Manufacturing, and Advanced Materials. The diverse scope of these projects highlights the commitment to fostering innovation in defence and technology sectors.
The involvement of various academic and research institutions is crucial for the success of these projects. The DRDO has established a Long Term Directed Research Policy (LTDRP) to facilitate collaboration with academia. This policy ensures that projects are monitored at three stages throughout the year, allowing for regular assessments and adjustments as needed. The Technical Evaluation Committee (TEC) plays a vital role in evaluating new project proposals and overseeing their technical progress.
Monitoring and Evaluation Framework
The awarded projects are subject to rigorous oversight by the Project Monitoring and Mentoring Group (PMMG), which tracks progress against established milestones until project completion. Monthly meetings of the Technical Committee (TC), chaired by the Director General of Technology Management, ensure ongoing evaluation. Additionally, the Empowered Committee (EC), led by the Secretary of Defence Research and Development and the Chairman of DRDO, convenes every four months to review project advancements.
Trials and certifications are integral to the monitoring process, ensuring that the outcomes of the projects meet the required standards. The DRDO maintains regular communication with the Services and Defence Public Sector Undertakings (DPSUs) to keep them informed about new Deep-tech projects and their developments, facilitating their potential application in defence operations.
Future Directions and Collaborative Research
As existing centres stabilize and mature, efforts are being made to enhance collaborative research between industry and academia. The new centres established in 2022 are currently refining their research focus to achieve practical outcomes for defence applications. While there are no immediate plans to create new DIA-CoEs, opportunities for collaborative projects will continue to be explored through the established centres.
Academic faculty members are encouraged to submit concept notes or research proposals aligned with DRDO’s common research and development interests to any existing DIA-CoEs. This approach aims to foster innovation and collaboration, ensuring that the research conducted is relevant and beneficial to the defence sector.
