Bihar SIR: 95.92% of Electors Included in Draft List; 6 Days Remaining

During the ongoing Special Intensive Revision (SIR) of the Electoral Rolls in Bihar, significant progress has been made in ensuring that eligible voters are included in the upcoming draft Electoral Roll, set to be published on August 1, 2025. As of June 24, 2025, the total number of electors stands at approximately 789.7 million, with over 715 million enumeration forms received. The Election Commission is actively working to incorporate the remaining electors, with a concerted effort from nearly 1 lakh Booth Level Officers (BLOs) and volunteers.

Current Status of Electoral Roll Revision

As of the latest update, the total number of electors registered in Bihar is 789,69,844. Out of these, 715,82,007 enumeration forms have been received, reflecting a completion rate of 90.64%. Furthermore, 696,93,844 forms have been digitized, which accounts for 88.25% of the total. The Election Commission is focused on ensuring that no eligible voter is left out, with a remaining 32,23,023 enumeration forms yet to be received, representing 4.08% of the total.

The revision process has identified 41,64,814 electors who could not be found at their registered addresses, which is about 5.27% of the total. Among these, 14,29,354 are presumed deceased, 19,74,246 are likely to have permanently shifted, and 7,50,213 are enrolled at multiple locations. The electoral machinery is actively working to trace these individuals and rectify any discrepancies.

Efforts to Reach Remaining Electors

The Election Commission has mobilized nearly 1 lakh BLOs, 4 lakh volunteers, and 1.5 lakh Block Level Agents (BLAs) to engage with voters in a mission mode. These teams have conducted multiple rounds of house-to-house visits to establish contact with electors. With just six days left for the submission of enumeration forms, the Commission is making every effort to ensure that the remaining electors are included in the draft Electoral Roll.

To assist urban electors, special camps have been set up across all 5,683 wards in the 261 Urban Local Bodies (ULBs) of Bihar. The Commission is also utilizing various communication channels, including nationwide newspaper advertisements, to reach out to voters who may have temporarily relocated to other parts of the country.

Correction and Objection Process

In accordance with the SIR order dated June 24, 2025, any errors or omissions in the draft Electoral Roll can be rectified by August 30, 2025. This includes names added by mistake or those that have been left out. Claims and objections can be submitted by any elector, political party, or BLA appointed by a political party. This process aims to ensure the accuracy and integrity of the electoral rolls ahead of the upcoming elections.
