National Conference on Good Governance Practices Inaugurated in Bhubaneswar

Dr. Jitendra Singh, the Union Minister of State for Science and Technology, alongside Odisha Chief Minister Mohan Charan Majhi, inaugurated the two-day National Conference on โ€œGood Governance Practicesโ€ in Bhubaneswar, Odisha. The event, organized by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with the Odisha government, aims to showcase exemplary governance initiatives recognized by the Prime Ministerโ€™s Awards for Excellence in Public Administration. The conference, taking place on July 17-18, 2025, emphasizes the importance of effective governance in enhancing public service delivery.

Focus on Governance Reforms

During the opening address, Dr. Jitendra Singh highlighted the significant advancements in governance reforms under Prime Minister Narendra Modi‘s leadership. He pointed out that since Indiaโ€™s independence, 41 Good Governance Conferences have been held, with 29 occurring during Modi’s tenure. This statistic underscores the government’s commitment to reforming governance practices at an unprecedented pace. Dr. Singh emphasized that these reforms are not just procedural changes but represent a fundamental shift in how governance is approached in India today.

He elaborated on four key dimensions of these reforms. Firstly, he described them as revolutionary, breaking away from outdated practices and challenging long-standing conventions. Secondly, he noted their socio-economic impact, particularly at the grassroots level, where they have improved service delivery and enhanced the quality of life for citizens. Thirdly, he mentioned that these reforms have transformed the mindset of the populace, fostering a sense of self-esteem and trust in the system. Lastly, he pointed out that initiatives like the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) and the Digital Life Certificate have become global models of innovative governance.

Odisha’s Commitment to Good Governance

Chief Minister Mohan Charan Majhi spoke about Odisha’s dedication to people-centric, technology-driven governance. He asserted that good governance is a right for every citizen and a duty for public servants. Majhi highlighted the stateโ€™s transformative journey, noting significant progress in various sectors, including disaster resilience, inclusive growth, and data-driven decision-making. He emphasized that these advancements are redefining the relationship between governance and the governed, ensuring that citizens are at the heart of all initiatives.

Majhi’s remarks reflect a broader commitment to ensuring that governance is not just about policies but also about the people they serve. He reiterated the importance of technology in enhancing governance and ensuring that it is future-ready. This approach aligns with the conference’s theme, which seeks to promote best practices in governance that can be replicated across different regions.

Insights from the Conference

Shri V. Srinivas, Secretary of DARPG, emphasized that the conference aligns with the theme of Civil Services Day 2025, which focuses on holistic development through the empowerment of districts and blocks. He reiterated the Prime Minister’s call for commitment, collaboration, and capability among civil servants to achieve the vision of a developed India, or Vikshit Bharat. Srinivas noted that the event highlights a new paradigm in governance, where young civil servants are emerging as leaders and innovators, driving impactful changes across the country.

The inaugural session attracted over 400 delegates, including senior officials from central and state governments, district collectors, and award-winning civil servants. More than 20 distinguished speakers are set to present transformative case studies and share best practices from flagship government schemes. The conference aims to foster collaborative learning and institutional innovation, bringing together leaders in public administration to showcase scalable models in public service delivery, digital governance, and inclusive development.
