Under-Secretary-General Urges Ceasefire as Ukraine War Enters Fifth Year

As the conflict between Russia and Ukraine approaches its fifth year, the United Nations Security Council convened to discuss the urgent need for a ceasefire and lasting peace. The meeting follows an Emergency Special Session of the General Assembly, highlighting the ongoing humanitarian crisis exacerbated by intensified Russian attacks on Ukraine’s civilian infrastructure. Despite previous resolutions aimed at mitigating the violence, the situation remains dire, with significant civilian casualties reported in the past year.

Humanitarian Crisis Deepens Amid Ongoing Conflict

During the Security Council meeting, Rosemary DiCarlo, Under-Secretary-General for the Department of Political and Peacebuilding Affairs, emphasized the catastrophic human toll of the war. She reported that over 15,000 civilians have lost their lives since the conflict began, with more than 41,000 injured. The situation has forced millions to flee their homes, while countless others require urgent humanitarian assistance. DiCarlo noted that 2025 has been particularly deadly for civilians, despite the Council’s adoption of resolution 2774 a year prior, which called for an end to hostilities.

The plight of children in Ukraine is especially alarming, with more than 3,200 reported casualties among minors. DiCarlo highlighted the long-term impact of the war on education, stating that an entire generation has been deprived of crucial learning opportunities. The harsh winter has further complicated matters, as intensified strikes on civilian energy infrastructure have made access to basic services a matter of survival. She urged both sides to implement an immediate moratorium on attacks against civilian populations and infrastructure to alleviate the suffering.

Calls for Concrete Measures to Achieve Peace

In her address, DiCarlo reiterated the need for concrete actions to de-escalate the conflict and create an environment conducive to peace negotiations. She stressed that the parameters for a peaceful resolution are clear: they must align with international law and respect Ukraine’s sovereignty, independence, and territorial integrity. DiCarlo called for an immediate, full, and unconditional ceasefire, urging an end to the cycle of death and destruction that has plagued the region for nearly five years.

The ongoing diplomatic efforts, particularly those led by the United States and other nations, were acknowledged as vital steps toward achieving peace. However, DiCarlo emphasized that these efforts must be supported by tangible measures to reduce hostilities and foster dialogue. The urgency of the situation cannot be overstated, as the humanitarian crisis continues to escalate, affecting millions of lives.

International Responses and Continued Support for Ukraine

Latvian Foreign Minister Baiba Braže addressed the root causes of the conflict, attributing it to Russia’s imperial ambitions. She asserted that Moscow’s refusal to accept the end of imperialism has led to the ongoing violence and disruption of peace efforts. Braže noted that despite Russia’s significant troop losses, the aggression continues, and it is imperative to bring the war to a close. She underscored the importance of maintaining pressure on Russia to halt its military operations.

Stephen Doughty, the UK’s Minister of State for Europe, echoed these sentiments, emphasizing the need to support Ukraine in its struggle for sovereignty. He announced that the UK would implement the largest package of measures since 2022, aimed at targeting Russian oil revenues and components that sustain its military efforts. Doughty reaffirmed the UK’s commitment to standing with Ukraine until a just and lasting peace is achieved, highlighting the international community’s role in addressing the ongoing crisis.

Looking Ahead: The Path to Peace

As the Security Council deliberates on the future of the conflict, the call for an immediate ceasefire and a renewed commitment to peace remains paramount. The humanitarian crisis in Ukraine demands urgent attention, and the international community must work collaboratively to address the needs of those affected. With the stakes higher than ever, the path to peace requires not only diplomatic efforts but also a collective resolve to end the suffering that has persisted for far too long. The world watches closely as leaders navigate this complex and challenging landscape, hoping for a resolution that prioritizes human dignity and safety.
