Survey to Enhance Insights into India’s Non-Agricultural Sector

The unincorporated non-agricultural sector is a vital component of India’s economy, significantly contributing to employment and the overall socio-economic framework. This sector not only provides livelihoods for millions but also supports the incorporated sector by supplying essential goods and services, thereby reinforcing its importance within the domestic value chain.

The All India Survey of Unincorporated Non-Agricultural Enterprises (ASUSE) aims to gather comprehensive data about the economic and operational characteristics of unincorporated establishments across manufacturing, trade, and various other service sectors (excluding construction). The survey collects crucial information, including the number of workers, gross value added, wages paid, assets owned, and outstanding loans, along with operational details such as ownership type, registration status, and ICT usage.

The data collected through ASUSE is integral for informed policymaking, aiding in the formulation of National Accounts Statistics and assisting ministries, such as those focused on Micro, Small and Medium Enterprises (MSME) and Textiles, to make data-driven decisions. This initiative has been conducted annually since 2021-22, with the ASUSE 2025 survey currently underway from January to December 2025. The survey has gained recognition and interest from various stakeholders, including government bodies and academic institutions.

To further emphasize the importance of the unincorporated sector and improve the availability of current data, the National Statistical Office (NSO) has introduced a quarterly bulletin dedicated to this sector, starting with the January-March 2025 quarter. The second quarter bulletin for July-September 2025 is also available on the Ministry of Statistics and Programme Implementation (MoSPI) website.

In a bid to enhance the relevance of the survey for effective policy formulation, the Ministry has initiated various steps to address the data needs of ASUSE stakeholders. These include organizing Data User’s Conferences and ongoing collaborations with ministries and expert groups regarding technical aspects of the survey.

As ASUSE 2025 progresses, feedback regarding data requirements has been solicited from various stakeholders. In response to these suggestions, modifications have been made to the Enterprise Survey Unit (ESU) schedule for the upcoming ASUSE 2026. The draft ESU schedule for ASUSE 2026 has been published on the MoSPI website for public consultation. Researchers, policymakers, industry advocates, academic institutions, and the general public are encouraged to review the schedule and provide feedback on its structure, content, and coverage. This input is pivotal in enhancing the quality, coverage, and relevance of the upcoming survey.
