Security Council Warns of Potential Spillover of Sudan’s Conflict into Chad, South Sudan, and Ethiopia

As the conflict in Sudan escalates, the United Nations Security Council has been urged to take decisive action to prevent further violence and instability in the region. Khaled Khiari, the Assistant Secretary-General for the Middle East, Asia, and the Pacific, highlighted the alarming increase in violence, particularly in the Kordofan region, where armed groups are reportedly crossing borders and using indiscriminate drone strikes. Humanitarian needs are also rising sharply, with calls for the international community to address the dire situation and hold those responsible for the conflict accountable.

Escalating Violence in Kordofan

The ongoing conflict in Sudan has seen a dramatic increase in violence, particularly in the Kordofan region. Khaled Khiari reported that the Rapid Support Forces (RSF) captured key locations, including the town of Babanusa on December 1 and the Heglig oil field a week later. The towns of Kadugli and Dilling are now under siege, exacerbating the humanitarian crisis. Khiari expressed concern over the movement of armed groups across the Sudan-South Sudan border, warning of potential destabilization for both nations. The situation remains precarious, with both sides employing indiscriminate drone strikes that have targeted civilian infrastructure, including a kindergarten and a hospital, resulting in civilian casualties and the deaths of six peacekeepers.

Humanitarian Crisis Deepens

The humanitarian situation in Sudan is dire, with Edem Wosornu from the Office for the Coordination of Humanitarian Affairs emphasizing the brutal nature of the conflict. The Kordofan states have emerged as a new epicenter of violence, with significant humanitarian needs reported across Darfur. Access to El Fasher remains perilous, with ongoing allegations of mass killings and sexual violence following the RSF’s takeover of the city. Wosornu highlighted the deliberate targeting of civilians and the obstruction of essential supplies, which are critical for survival. The World Health Organization has documented numerous attacks on healthcare facilities, further straining humanitarian resources. Wosornu called for a strong message from the Security Council to ensure that such atrocities are not tolerated.

International Response and Accountability

Cameron Hudson, an independent analyst, urged the international community to move beyond mere acknowledgment of the crisis and take concrete actions. The city of El Fasher, once home to around one million people, now has a population of only 70,000 to 100,000, with thousands killed in the conflict. Hudson warned that the RSF’s focus is shifting towards the Kordofan states, which could lead to an all-out battle for control of El Obeid, the capital of North Kordofan. He noted that the conflict has evolved from conventional warfare to a modern battle involving advanced weaponry supplied by various countries. Hudson stressed the need for an expanded arms embargo on Sudan, highlighting the international dimensions of the conflict and the potential for further regional instability.

Call for Action from the Security Council

The Security Council’s role is critical in addressing the ongoing violence in Sudan. Khiari urged the Council to send a clear message that those enabling the conflict will be held accountable. He emphasized the necessity of coordinated action to prevent further deterioration of the situation. The humanitarian response has reached approximately 16.8 million people since January, but the system is under unprecedented strain. Both Khiari and Wosornu stressed the importance of protecting civilians and ensuring that the horrors witnessed in El Fasher do not recur. The international community’s response will be pivotal in shaping the future of Sudan and preventing the conflict from spilling over into neighboring regions.
