Security Council Speakers Urge De-escalation Amid Increased Attacks by Russian Federation on Ukraine
As the conflict in Ukraine approaches its fourth anniversary, calls for de-escalation have intensified following a series of devastating attacks by Russia. Security Council speakers condemned a recent supersonic missile strike near a NATO border, which has contributed to civilian casualties and left millions without essential heating during the harsh winter months. Escalating Violence and Civilian Casualties
The beginning of the New Year has not brought peace to Ukraine, but rather a resurgence of violence and destruction. Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, reported that on January 8-9, Russian forces launched an alarming 242 drones and 36 missiles. Among these attacks, the nuclear-capable “Oreshnik” missile targeted western Lviv for the second time since the start of 2024. The Office of the High Commissioner for Human Rights (OHCHR) has verified nearly 15,000 civilian deaths, including 763 children, and over 40,000 injuries since the invasion began in February 2022. The year 2025 has been labeled the deadliest for civilians, with actual numbers likely exceeding official reports.
DiCarlo also noted that Russian authorities have claimed civilian casualties from alleged Ukrainian strikes, particularly targeting oil and energy infrastructure. A recent strike in Belgorod oblast left approximately 600,000 residents without electricity, heating, and water. However, the United Nations has been unable to verify these claims. DiCarlo emphasized that all attacks on civilians and civilian infrastructure are unacceptable, regardless of their origin, and reiterated the need for an immediate ceasefire to pave the way for a lasting peace.
Humanitarian Crisis Deepens Amid Winter Conditions
The ongoing attacks have severely impacted the infrastructure that supports civilian life, particularly during the winter months. Ramesh Rajasingham, Director of the Humanitarian Sector Division, highlighted the dire situation, stating that the strikes have crippled essential services such as power, heating, and water supply. In Kryvyi Rih, families are resorting to melting snow for cooking and washing, while others are heating water over candles. The humanitarian response is critical, with 1,200 heated safe spaces established in Kyiv to assist those in need.
Despite ongoing evacuations from the Donetsk region, which have included a significant number of vulnerable individuals, humanitarian access remains limited in frontline areas due to active hostilities and damaged infrastructure. Rajasingham stressed the importance of unimpeded humanitarian access and sustained funding to address the urgent needs of the population. The upcoming launch of the 2026 Humanitarian Needs and Response Plan aims to raise $2.31 billion to provide life-saving assistance to 4.12 million people facing severe hardships.
International Efforts for Peace and Support
The international community continues to seek avenues for peace in Ukraine, with a focus on upholding the country’s sovereignty and territorial integrity. DiCarlo expressed the UN’s readiness to support all meaningful efforts aimed at achieving a resolution to the conflict. She commended the United States and other nations for their commitment to peace and reiterated the Secretary-General’s calls for a full and unconditional ceasefire as a crucial first step toward a just and lasting resolution.
