However, Guterres noted that progress remains inconsistent and insufficient to meet current demands. He stressed the importance of a rights-based, gender-responsive, and child-sensitive approach to migration governance, which respects national sovereignty while upholding human dignity.

To effectively manage migration, Guterres outlined two key areas for action: expanding clear pathways for regular migration and fostering development cooperation that invests in education and job creation in countries of origin. He urged nations to translate their vision into concrete actions that prioritize safe and orderly migration. This includes cracking down on smuggling networks, promoting ethical recruitment practices, and integrating climate action with human mobility. Guterres called for a collective commitment to transform the narrative around migration, emphasizing cooperation, dignity, and social cohesion as essential elements for a stable and prosperous future. The upcoming International Migration Review Forum is seen as a critical opportunity to advance these goals and ensure humane migration governance worldwide.
