Secretary-General Appoints Vanessa Frazier Special Representative for Children and Armed Conflict

United Nations Secretary-General António Guterres has appointed Vanessa Frazier of Malta as the new Special Representative for Children and Armed Conflict. Frazier takes over from Virginia Gamba of Argentina, who has been recognized for her dedicated service to the United Nations. Until Frazier officially begins her role, Najat Maalla M’jid will serve as the Acting Special Representative.

Vanessa Frazier’s Background and Experience

Vanessa Frazier brings a wealth of experience to her new position, having recently served as Malta’s Ambassador and Permanent Representative to the United Nations in New York from 2020 to 2025. Her extensive diplomatic background includes skills in crisis management and consensus-building, which are crucial for addressing the complex issues surrounding children in armed conflict. Frazier has demonstrated her commitment to child protection through her leadership as Chair of the UN Security Council Working Group on Children and Armed Conflict.

In her previous roles, she has presided over the Security Council and facilitated significant agreements, including the Iran/Joint Comprehensive Plan of Action. Frazier has also chaired the 1267 Sanctions Committee on Al Qaeda/Da’esh, where she advanced important human rights and humanitarian initiatives. Her advocacy for the E10 group of elected UN Security Council members has ensured that the needs of vulnerable populations, particularly children affected by conflict, are prioritized in international discussions.

Significant Contributions to the UN

Throughout her career at the United Nations, Frazier has made notable contributions that highlight her dedication to humanitarian issues. She served as Vice President of the seventy-fourth UN General Assembly and led the first all-women bureau in UN history as Chair of the Second Committee (Economic and Financial). Her leadership has been instrumental in shaping international responses to crises, ensuring that the voices of the most vulnerable are heard and considered in decision-making processes.

Frazier’s role as Chair of the UN Security Council Working Group on Children and Armed Conflict has been particularly impactful. She has worked tirelessly to promote the protection of children in conflict zones, advocating for policies that address their needs and safeguard their rights. Her ability to navigate complex negotiations and broker agreements among diverse stakeholders will be essential as she takes on her new responsibilities.

Educational Qualifications and Language Proficiency

Vanessa Frazier holds a Doctorate Honoris Causa in Humane Letters from Luther College in Decorah, Iowa, awarded in 2018-2019. She also earned a Master’s degree in Diplomatic Studies with a focus on International Law from the University of Malta, completing her studies from 1993 to 1995. Her educational background complements her extensive diplomatic experience, equipping her with the knowledge and skills necessary for her new role.

In addition to her academic achievements, Frazier is fluent in Maltese, English, and Italian, which enhances her ability to communicate effectively in the international arena. Her linguistic skills will be an asset as she engages with various stakeholders and advocates for the rights of children affected by armed conflict on a global scale. As she steps into this vital role, Frazier’s commitment to child protection and her diplomatic expertise will be crucial in addressing the challenges faced by children in conflict situations.
