The Office of the Principal Controller of Communication Accounts (Pr CCA) in Delhi has announced a significant enhancement for pensioners under the Department of Telecommunications. The successful integration of the SAMPANN pension portal with the DigiLocker platform marks a milestone in the Government of India’s Digital India initiative, allowing beneficiaries to access essential pension documents with ease.
With this new integration, pensioners can easily retrieve vital documents from SAMPANN, such as Pension Payment Orders (e-PPOs), Gratuity Sanction Orders, Communication Sanctions, and Form-16, directly through their DigiLocker accounts. This service is accessible around the clock via both smartphones and desktops, ensuring a secure and paperless experience that enhances transparency and convenience for critical services, including banking and medical reimbursements.

Controller of Communication Accounts in Delhi, highlighted that this advancement eradicates the necessity for physical copies of documents, significantly saving time and reducing resource consumption for pensioners across the Delhi-NCR region and beyond. He expressed that this initiative not only simplifies the process for pensioners but also aligns with the government’s vision of fostering a paperless, digitally empowered governance framework.
Pensioners interested in utilizing this new service can activate it by visiting DigiLocker. Simply log in using Aadhaar, link their PPO number, and they can instantly download their documents. For additional assistance, dedicated support lines and the SAMPANN portal are available to guide users through the process.
Understanding SAMPANN
SAMPANN, short for System for Accounting and Management of Pension, is a pioneering digital platform offered by the Department of Telecommunications, designed to streamline pension administration and associated financial management services. Launched by the Hon’ble Prime Minister on December 29, 2018, SAMPANN signifies a paradigm shift from traditional, bureaucratic management to a more pensioner-centric governance model, freeing retirees and their families from the hassles of office visits to claim their entitlements.
The platform has digitized the entire pension lifecycle, facilitating everything from case initiation and processing to the issuance of e-Pension Payment Orders, disbursement, accounting, financial reporting, audit facilitation, and grievance redressal.
