Parliament Adjourns Winter Session After Major Legislative Advances

The Winter Session of Parliament for 2025, which began on December 1, has officially been adjourned _sine die_ as of December 19. This session comprised 15 sittings over the span of 19 days, showcasing significant legislative activity.

During the session, Parliament witnessed the introduction of 10 bills in the Lok Sabha. Of these, 8 bills were passed by both the Lok Sabha and the Rajya Sabha, reflecting a robust legislative process. In total, 8 bills achieved passage in both Houses, underlining the session’s productive nature.

Focal Discussions and Key Legislation

A noteworthy feature of this session was the special discussions commemorating the 150th anniversary of the national song “Vande Mataram.” Initiated by the Prime Minister in the Lok Sabha on December 8, the discussions engaged 65 members and spanned over 11 hours. Similarly, in the Rajya Sabha, 81 members contributed to the dialogue led by the Union Home Minister, culminating in over 12 hours of debate.

Additionally, extensive discussions on Election Reforms took place across several days, with participation from 62 members in the Lok Sabha and 57 members in the Rajya Sabha. These discussions lasted for a collective 23 hours, demonstrating the importance placed on electoral integrity.

Legislative Milestones and Approvals

One of the first legislative actions was the approval of the Supplementary Demands for Grants for the fiscal year 2025-26, with the related Appropriation Bill being passed by the Lok Sabha on December 15 and returned by the Rajya Sabha the next day. Another significant bill passed during this session was the amendment to the Manipur Goods and Services Tax, replacing an ordinance initially promulgated after the Monsoon Session of 2025.

On December 3, the Rajya Sabha adopted a Statutory Resolution concerning the adoption of the Water (Prevention and Control of Pollution) Amendment Act 2024 in Manipur.

Among the eight bills passed in both Houses, three stand out due to their potentially far-reaching impacts. The Health Security Se National Security Cess Bill aims to bolster resources for national security and public health through levies on specified goods production. The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill seeks to promote nuclear energy development with a robust regulatory framework. Lastly, the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill proposes to guarantee rural employment, aligning with the nation’s vision for comprehensive rural development. Throughout this session, the Lok Sabha achieved an impressive productivity rate of approximately 110%, while the Rajya Sabha reached around 121%. This strong performance underscores the commitment of Parliament to addressing vital legislative matters efficiently.
