New Guidelines Enhance On-the-Job Training under PMKVY 4.0
The government has introduced crucial measures under Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) to strengthen industry exposure for candidates through mandated On-the-Job Training (OJT). This initiative aims to equip individuals with practical skills by ensuring that training providers upload OJT commencement details and completion certificates on the Skills Integration and Development Hub (SIDH) portal. Non-compliance by Training Centres can result in penalties, including de-affiliation and potential legal action.
Target for Apprentices Under PM-NAPS
In parallel, the Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS) sets an ambitious goal for the current financial year (2025-26) to enroll 13 lakh apprentices. As of October 2025, approximately 7.12 lakh apprenticeships have been filled, leaving a significant number of positions to be filled in the coming months. This initiative is designed to bolster workforce skills and meet industry demands.
Flexible Learning Modules Introduced
To enhance flexibility within the skilling ecosystem, the government is also endorsing smaller modules of learning through National Occupational Standards (NOS) and Micro Credentials (MC). These modules aim to offer targeted and efficient learning experiences that align with industry needs. Each NOS and MC focuses on measurable skills and competencies that can be delivered through dedicated learning units that last a minimum of 7.5 hours.
Industry and Crediting System Validation
The National Council for Vocational Education and Training (NCVET) plays a key role in endorsing these standards based on industry demands and validations from Original Equipment Manufacturers (OEMs). Additionally, the integration of the National Credit Framework (NCrF) allows candidates to accumulate credits while pursuing NOS and MC training. These credits can then be deposited into the Academic Bank of Credit (ABC), enabling students to apply them towards higher education or further skill development courses.
This information was shared by Shri Jayant Chaudhary, the Minister of State (Independent Charge) for the Ministry of Skill Development and Entrepreneurship (MSDE), in a written response during a session of the Rajya Sabha. The government aims to create a more robust and responsive skill development landscape through these initiatives.
