MTNL Retirees Embrace Digital Shift as SAMPANN Portal Launches

In a significant move for retirees, Controller General of Communication Accounts (CGCA) Smt. Vandana Gupta officially launched the onboarding process for all MTNL employees set to retire in November 2025 onto the SAMPANN portal at the Office of Principal CCA in Delhi. This initiative aims to integrate a total of 45,939 pensioners from Delhi and Mumbai, both current and past retirees, into a modernized digital framework.

During the inauguration, notable pensioners Shri Prabodh Kumar and Shri Gyanender Singh were honored for their years of dedicated service, receiving their electronic Pension Payment Orders (E-PPOs). This ceremony symbolized not just recognition of service but also the transition to a more streamlined pension distribution system.

Smt. Vandana Gupta emphasized the transformative potential of integrating MTNL into the SAMPANN platform, which is poised to facilitate fully digital processing of pensions and retirement benefits beginning in December 2025. She stated that the SAMPANN initiative promises precise, rule-based calculations, efficient handling of cases, prompt disbursements linked with the Public Financial Management System (PFMS), and improved mechanisms for grievance redressal through multi-modal integration. The initiative includes user-friendly dashboards, mobile applications available for both Android and iOS, enhancing accessibility for around 40,000 MTNL pensioners.

Enhancing Transparency and Efficiency

Shri Uday Bhan Tiwari, the Controller of Communication Accounts, detailed the multiple benefits this digital migration provides for MTNL pensioners. He highlighted features such as direct pension disbursement, online issuance of PPOs, integration of Digital Life Certificates, streamlined grievance management, and a notable reduction in paperwork. Tiwari expressed gratitude towards the collaborative efforts of the Office of CGCA, MTNL, and his own office, which contributed to the successful onboarding process.

Attendees at the inauguration included representatives from Pr. CCA Mumbai, MTNL, and CGCA, all of whom appreciated the dedication shown by the Principal CCA Delhi office in expediting the long-anticipated onboarding for MTNL retirees. This proactive approach reflects a commitment to enhancing the pension administration system for a more transparent and citizen-centric experience.
