L&T Unveils the World’s First LC-Max Residue Upgradation Facility at Visakh Refinery
L&T’s Hydrocarbon Onshore business has marked a significant advancement in India’s energy sector with the successful Feed-in of the world’s first LC-Max Residue Upgradation Facility (RUF) located at Hindustan Petroleum Corporation Ltd’s (HPCL) Visakh Refinery in Andhra Pradesh. This cutting-edge facility boasts a remarkable capacity of 3.55 million metric tonnes per annum (MMTPA), signifying a transformative step for oil refining in the country.
Milestone Achieved Amid Challenges
The commissioning of the facility allows for the processing of vacuum residue from the existing refinery, leading to the generation of higher-value products. The successful Feed-in was celebrated by senior representatives from HPCL, the technology licensor CLG, and the project management consultant EIL. This historic event is considered a pivotal moment for India’s refining and energy landscape.
Advanced Technology and Environmental Standards
The RUF project stands out as the most sophisticated component of HPCL’s Visakh Refinery Modernisation Project, a key initiative aligned with the National Energy Self-Reliance Programme aimed at maximizing the value from residual hydrocarbons. The facility is equipped to produce fuels that comply with the stringent BS-VI emission standards, thereby enhancing the value derived from domestic crude oil processing. Moreover, it introduces several innovative technologies to Indian refining, including advanced Ebullating pumps and Pressure Let-down Stations.
Strategic Execution and Safety Success
Executing this project came with considerable obstacles, especially during the peak of the COVID-19 pandemic and amid global supply chain disruptions. To counter these challenges, L&T employed state-of-the-art construction techniques and maximized off-site fabrication, modularizing over half of the structural and piping components into plug-and-play modules. The scale of this project is highlighted by the installation of over 750 pieces of equipment and the use of precast construction for more than 50% of civil works, marking a first for refinery projects in India.
L&T’s commitment to safety is evident in its achievement of 58 million safe work-hours, underscoring its adherence to the highest global standards of quality and safety while navigating through the complexities of the project. This milestone reinforces L&T’s reputation for excellence in engineering and large-scale project delivery.
