Japan’s Quest for Gender Equality: Can More Women Rise to Leadership in Business?

In a historic move, Japan has elected its first female prime minister, Sanae Takaichi, marking a significant milestone for women in the nation. While her ascent is celebrated as a breakthrough, concerns linger regarding her conservative policies and their potential impact on Japan’s persistent gender inequality. Advocates and critics alike agree that the country must increase female representation in leadership roles across both government and business sectors to foster true equality.

Gender Inequality in Japan

Japan’s gender equality remains alarmingly low despite its advanced economy. The World Economic Forum’s Gender Gap Index ranks Japan 118th out of 148 countries, positioning it as the least equitable among the 38 OECD member nations. The Japanese government previously set a target for women to hold 30% of leadership roles by 2020, but this goal has been postponed to 2030. Currently, women occupy only 11.1% of leadership positions in businesses. This lack of representation is a concern for many, as it reflects broader societal issues regarding gender roles and expectations.

Progress in Female Workforce Participation

Despite these challenges, there are signs of progress. Female labor market participation in Japan has steadily increased over the past 15 years, surpassing the OECD average and reaching over 77% this year. This rise is partly driven by the country’s aging population and labor shortages, which necessitate greater female workforce involvement. Yumiko Murakami, co-founder of Japan’s first female-led venture capital firm, notes that government initiatives aimed at reducing nursery waiting lists have also facilitated this trend, allowing young mothers to return to work more swiftly.

Challenges Faced by Female Entrepreneurs

However, significant obstacles remain for women in the workforce, particularly in entrepreneurship. A 2024 government survey revealed that women earn only 70 to 80% of what their male counterparts make. Murakami’s firm, which focuses on supporting female founders, aims to address this disparity by providing funding and resources to women-led businesses. Yet, the venture capital landscape in Japan is often described as a “clubby” environment, making it difficult for female entrepreneurs to access funding and information. Additionally, a troubling trend has emerged, with over half of female entrepreneurs reporting experiences of sexual harassment in the past year.

Educational Initiatives and Future Prospects

Gender stereotypes in education further exacerbate the situation. Japan has one of the lowest percentages of female students in STEM fields among OECD countries. At Tokyo University, only 20% of undergraduates are women. To combat this, the university has launched the UTokyo Gender Equity initiative, aiming to increase female faculty representation from 16% to 25% by 2027. This initiative includes financial incentives for departments that hire female faculty members. Despite slow progress, the university is actively working to encourage young women to pursue careers in STEM, with outreach programs featuring female role models.

The election of Sanae Takaichi as prime minister has sparked discussions about the potential for change in Japan’s gender dynamics. While her conservative views raise concerns among some activists, her position as a female leader is seen as a crucial step toward breaking down barriers for women in leadership roles. As Japan navigates these complex issues, the significance of Takaichi’s election cannot be understated, as it sets a precedent for future generations of women aspiring to lead.
