India’s Lok Sabha Speaker Advocates Social Justice at IPU Assembly

During the 150th Assembly of the Inter-Parliamentary Union (IPU) in Tashkent, Uzbekistan, Lok Sabha Speaker Shri Om Birla emphasized the Indian Constitution’s commitment to equality and social inclusion. In his keynote address, he highlighted recent legislative efforts aimed at promoting social justice and safeguarding the rights of marginalized communities. Birla also expressed optimism for collaborative global efforts to build a more just and inclusive society.

Legislative Progress for Social Justice

Shri Om Birla underscored the Indian Parliament’s dedication to social justice during his address at the IPU Assembly. He pointed out that the Parliament has enacted several significant laws aimed at protecting the rights of vulnerable groups. Notable among these are the ‘Rights of Persons with Disabilities Act-2016’, the ‘Transgender Persons (Protection of Rights) Act, 2019’, and the ‘Nari Shakti Vandan Adhiniyam-2023’. These legislative measures reflect a broader commitment to integrating marginalized communities into the mainstream of societal progress.

Birla also discussed new labor laws designed to enhance the welfare and social security of workers in the unorganized sector. He emphasized that these laws are part of a comprehensive strategy to ensure that all citizens benefit from India’s economic growth. The Speaker’s remarks highlighted the importance of legislative frameworks in achieving social equity and justice.

Commitment to Justice and Rule of Law

In his address, Shri Birla reiterated the Indian Parliament’s focus on justice and the rule of law. He mentioned the replacement of the ‘Indian Penal Code’ with the ‘Bharatiya Nyay Sanhita’ as a significant step towards prioritizing justice in the legal system. Birla also acknowledged the role of various Parliamentary Committees, which he referred to as “Mini Parliaments,” in monitoring and implementing welfare programs effectively.

These committees, including those focused on social justice, women’s empowerment, and labor development, play a crucial role in ensuring that government initiatives are executed with accountability. Birla’s emphasis on the functioning of these committees illustrates the importance of oversight in achieving social development goals.

Global Cooperation and Sustainable Development

On the sidelines of the IPU Assembly, Shri Birla met with HE. Mr. Tran Thanh Man, President of the National Assembly of Vietnam. The two leaders discussed the strong cultural and historical ties between India and Vietnam, which have been reinforced through high-level dialogues. Birla expressed satisfaction with the progress both nations are making towards sustainable development, aligning their visions for 2047 (India) and 2045 (Vietnam).

Birla highlighted the importance of cooperation in various sectors, including defense, technology, and infrastructure, as essential for shaping future frameworks. He also noted the role of India’s “Digital Parliament” initiative in enhancing efficiency and transparency in parliamentary operations. The meeting underscored the significance of educational exchanges, with many Vietnamese students benefiting from scholarships in India.

Strengthening Bilateral Ties

During the discussions, the President of the National Assembly of Vietnam emphasized the need to strengthen defense and technology ties between the two countries. He extended an invitation to Shri Birla to visit Vietnam, signaling a desire for deeper collaboration. The formation of a friendship group between India and Vietnam was also discussed, reflecting a mutual commitment to enhancing bilateral relations.

Shri Birla’s engagements at the IPU Assembly and his discussions with the Vietnamese leadership highlight India’s proactive approach to fostering international cooperation and promoting social justice both domestically and globally. The outcomes of these dialogues are expected to contribute to a more inclusive and prosperous future for both nations.
