India Unveils White Paper for Robust AI Governance Framework
The Office of the Principal Scientific Adviser (OPSA) to the Government of India has introduced a new White Paper titled “Strengthening AI Governance Through Techno-Legal Framework.” This document outlines a comprehensive strategy aimed at cultivating a trustworthy and accountable artificial intelligence (AI) ecosystem within the country.
At the heart of the White Paper is a vision for a “techno-legal” governance framework. This framework is designed to address potential risks associated with AI technology while ensuring that flexibility and innovation remain intact. During the release of the White Paper, Principal Scientific Adviser Prof. Ajay Kumar Sood remarked, “Developing a robust and responsive governance framework is not just a regulatory necessity, but a prerequisite for sustaining the momentum of technological progress. The techno-legal approach offers a viable pathway by embedding legal, technical, and institutional safeguards into AI systems by design.” His insights highlight the importance of establishing a foundational governance approach that is integrated directly into AI systems from the outset.

The series began with a White Paper released in December 2025 that addressed “Democratising Access to AI Infrastructure.” This earlier publication underscored the notion of AI infrastructure as a collective national asset, stressing the necessity for access to quality datasets, affordable computing resources, and alignment with Digital Public Infrastructure (DPI).
