India Signs $2.2 Billion Loan Agreement with ADB for Development Projects

The Government of India has entered into a significant partnership with the Asian Development Bank (ADB) by signing agreements for five loans exceeding $2.2 billion. This funding is aimed at bolstering various developmental initiatives under India’s flagship programs, focusing on skills training, rooftop solar energy deployment, healthcare improvements, metro development, and ecotourism promotion across three states.

The agreements were formalized under the leadership of Shri Baldeo Purushartha, Joint Secretary (ADB & Japan) from the Department of Economic Affairs. Shri Saurabh Singh, Deputy Secretary of the Department of Economic Affairs, signed the agreements on behalf of the Government of India, while Ms. Aarti Mehra, Officer-in-Charge and Deputy Country Director, India Resident Mission, represented ADB.

Key Projects Funded

The signed agreements encompass several ambitious projects, including: the Pradhan Mantri Skilling and Employability Transformation through Upgraded Industrial Training Institutes Programme for $846 million, the Accelerating Affordable and Inclusive Rooftop Solar Systems Development Programme (Subprogramme 1) for $650 million, the Assam State Tertiary Health Care Augmentation Project (ASTHA) for $398.8 million, the Chennai Metro Rail Investment Project (Tranche 2) for $240 million, and the Integrated Ecotourism and Sustainable Agri-based Livelihood Development in Meghalaya Project for $77 million.

Transforming Skills and Solar Energy

The funds allocated for the Pradhan Mantri Skilling and Employability Transformation Programme aim to cultivate a future-ready workforce capable of thriving in India’s expanding manufacturing and technology sectors. This initiative will modernize 650 Industrial Training Institutes (ITIs) across 12 states and enhance five National Skill Training Institutes into centers of excellence. The goal is to deliver relevant courses in high-demand sectors such as renewable energy, electric mobility, and advanced manufacturing, ultimately increasing employability for around 1.3 million young people.

In parallel, the financing for the Accelerating Affordable and Inclusive Rooftop Solar Systems Development Programme seeks to support the Pradhan Mantri Surya Ghar: Muft Bijli Yojana (PMSGMBY). This program aims to promote rooftop solar installations for 10 million households by 2027, improving access to clean and affordable energy. It will facilitate a nationwide update of uniform guidelines for residential solar systems and extend collateral-free loans to lower-income households to spur widespread adoption.

Healthcare and Infrastructure Improvements

The Assam State Tertiary Health Care Augmentation Project is designed to tackle urgent issues within the state’s healthcare framework. It will enhance medical facilities and educational institutions, including the modernization of key medical colleges in Guwahati, Dibrugarh, and Silchar to serve as leading centers of health sciences education.

Additionally, the loan for the Chennai Metro Rail Investment Project’s second tranche aims to expand the metro network with new corridors and stations. It will include 20 km of elevated and underground lines and introduce 18 stations, all featuring accessible designs and climate-resilient infrastructure to safeguard operations amid extreme weather conditions.

Ecotourism and Sustainable Development in Meghalaya

Finally, the financing for the Integrated Ecotourism and Sustainable Agri-based Livelihood Development in Meghalaya Project aspires to place the state on the map as a prime ecotourism destination. The initiative will support local farmers by blending eco-friendly tourism with climate-smart agricultural practices. This project is expected to generate economic opportunities for over 8,000 local residents, including women and indigenous communities, further enhancing the socio-economic landscape of the area.
