India Launches Plastic Parks to Boost Industry

The Indian government is taking significant steps to enhance its plastic processing industry through the establishment of Plastic Parks. Under the Scheme for Setting up of Plastic Parks, the Department of Chemicals and Petro-Chemicals aims to create state-of-the-art infrastructure that supports the domestic downstream plastic processing sector. This initiative not only seeks to increase investment and production but also aims to generate employment while promoting environmentally sustainable practices.
Overview of the Plastic Parks Scheme
The Scheme for Setting up of Plastic Parks is part of the broader New Scheme of Petrochemicals. It focuses on developing need-based Plastic Parks equipped with essential infrastructure to facilitate cluster development. This approach is designed to consolidate the capabilities of the domestic plastic processing industry, ultimately leading to increased investment, production, and exports. The Indian government offers substantial financial support, providing grants of up to 50% of the project cost, capped at โน40 crore per project.
So far, ten Plastic Parks have been approved across various states in India. These parks play a crucial role in managing plastic waste, promoting recycling, and supporting the chemical industry. Over the past five years, significant funds have been allocated to these parks, reflecting the government’s commitment to enhancing the sector.
Goals and Objectives of the Initiative
India ranks 12th globally in plastic exports, with the industry experiencing remarkable growth from 2014 to 2022. The value of plastic exports surged from $8.2 million to $27 million, driven by government initiatives like the Plastic Parks scheme. However, the Indian plastics industry remains fragmented, dominated by small and medium enterprises that struggle to capitalize on this growth.
To address these challenges, the Department of Chemicals and Petrochemicals has outlined several objectives for the scheme:
- Enhance competitiveness and value addition in the downstream plastic processing industry through modern research and development.
- Attract investments by improving infrastructure and increasing production capacity.
- Promote environmentally sustainable growth through innovative waste management and recycling methods.
- Utilize a cluster development approach to optimize resources and achieve economies of scale.These objectives aim to strengthen India’s position in the global plastic market while ensuring sustainable practices.
Establishing a Plastic Park: The Process
The process of setting up a Plastic Park begins with state governments submitting preliminary proposals that include location, financial details, and cost estimates. After receiving in-principle approval from the Scheme Steering Committee, a Detailed Project Report (DPR) must be submitted for final evaluation. The viability of the project is assessed before granting final approval.
For instance, in November 2020, the Department invited proposals for two new Plastic Parks, receiving submissions from several states. Ultimately, the establishment of parks in Gorakhpur, Uttar Pradesh, and Ganjimutt, Karnataka, was approved in mid-2022. The government provides grants to support these projects, while state agencies facilitate private sector participation through various incentives.
The scheme also emphasizes the development of common infrastructure, including facilities for waste management and recycling, to ensure eco-friendliness and sustainability within the parks.
Government Initiatives Supporting Plastic Production
In addition to the Plastic Parks scheme, the Indian government has launched several initiatives to enhance plastic processing capabilities. One notable effort is the establishment of 13 Centres of Excellence (CoE) across national institutes to promote research and development in sustainable polymers and advanced materials. These centers focus on driving innovation and improving technology within the sector.
Furthermore, the Central Institute of Petrochemical Engineering and Technology offers various training programs to address the industry’s skilling needs. These initiatives aim to equip the workforce with the necessary skills to thrive in the evolving plastics sector.
The government is also committed to ensuring that the growth of the plastic industry aligns with environmental sustainability. Regulations such as the Extended Producer Responsibility (EPR) mandate accountability for waste management and recycling, while promoting the use of biodegradable alternatives and circular economy principles.
