Gujarat Receives ₹512 Crores in XV-FC Grants for Rural Development
The Union Government has allocated ₹512.27 crores to support Rural Local Bodies in Gujarat for the Fiscal Year 2025–26, marking a significant boost for grassroots development in the state. This funding includes the first installment of Untied Grants, worth ₹509.07 crores, designated for 14,561 eligible Gram Panchayats, 247 Block Panchayats, and all 33 District Panchayats. Additionally, ₹3.20 crores have been released to 47 extra eligible Gram Panchayats and one Block Panchayat, covering withheld funds from previous fiscal years.
Boosting Local Governance
The Indian government, through the Ministry of Panchayati Raj and the Ministry of Jal Shakti, oversees the distribution of these XV-FC grants to enhance the capacity of Panchayati Raj Institutions (PRIs) and Rural Local Bodies (RLBs). The grants are disbursed in two parts during each financial year, aiming to empower local governance and meet specific developmental needs.
Utilization of Untied and Tied Grants
The allocated Untied Grants allow local bodies to address location-specific requirements under the Twenty-Nine subjects outlined in the Eleventh Schedule of the Constitution. However, these funds cannot be used for salaries or establishment costs.
In contrast, Tied Grants are earmarked for essential services, particularly focusing on sanitation and the maintenance of Open Defecation Free (ODF) status. This includes managing household waste and handling human excreta and fecal sludge management, ensuring a healthier environment for communities. Furthermore, Tied Grants support the supply of drinking water, promoting initiatives like rainwater harvesting and water recycling.
Significance for Rural Development
This financial assistance is expected to enhance the income and quality of life for residents in rural areas by reinforcing local self-governance. The release of these grants is a crucial step towards empowering elected local bodies in Gujarat, enabling them to make decisions that can lead to sustainable development and improved infrastructure.
As the funds make their way into local communities, the focus will be on improving crucial services and facilities, ensuring that the benefits of development reach the grassroots level effectively.
