Government Launches Major Offensive Against Illegal Coal Mining
In a decisive move to tackle the escalating crisis of illegal coal mining and theft, Union Home Minister Amit Shah convened a high-level meeting in New Delhi with key officials, including Minister for Coal and Mines G. Kishan Reddy. The meeting brought together senior representatives from various agencies, including the Union Home Secretary and officials from Coal India Limited and the Central Industrial Security Force (CISF), to strategize on solutions to this alarming issue.
During the discussions, Home Minister Shah expressed deep concern regarding the illicit activities prevalent in Dhanbad and surrounding regions. He was briefed on several significant actions taken by the Ministry of Coal since the previous review in early October 2025. Notably, officials revealed that the CISF and Coal India Limited have been granted authority under the Mines and Minerals (Development and Regulation) Act, 1957. This authorization empowers them to file legal cases, conduct searches, and seize illegally mined coal as well as any equipment used in such activities.
New Measures and Coordination Efforts
Shah acknowledged the efforts made so far but insisted that further actions are crucial to effectively combat illegal mining operations. He introduced the “Zero Coal Leakage Plan,” which aims for a thorough and time-sensitive response to unauthorized coal extraction and transportation. He emphasized the importance of rigorously applying the powers now granted under the MMDR Act, and executing these measures in a coordinated manner aligned with established procedures.
Regular Reviews and GST Involvement
The Home Minister instructed the Ministry of Coal to regularly assess the progress of these initiatives. To mitigate the risk of illegal coal entering the market, there is a plan to involve Goods and Services Tax (GST) authorities to monitor the transportation of coal. A new system to validate e-way bills for coal shipments will be implemented to ensure compliance and curb illegal activities.
Enhanced Security Measures
Addressing security concerns, Shah directed the Ministry of Home Affairs to prioritize the coal sector for CISF deployments, ensuring rapid response capabilities in areas most at risk. He called for the formation of Quick Response Teams within the CISF to create a robust multi-layer security framework that acts swiftly against illegal mining when intelligence is received.
Technological Integration in Monitoring
Shah also pushed for the greater utilization of technological tools to modernize operations against illegal mining. He urged the installation of high-resolution cameras at Integrated Command and Control Centres to help identify both locations and individuals engaged in illicit coal activities. The government’s pledge to protect public resources and uphold the law remains steadfast, ensuring that legitimate coal mining operations are shielded from unlawful practices.
