Reforms Utsav & Chintan Shivir 2026: A New Era for India’s Legal System

The Ministry of Law and Justice recently hosted the ‘Reforms Utsav & Chintan Shivir 2026’ on July 4 and 5 at the scenic Gyan Sarovar in Mount Abu, Rajasthan. This two-day event, organized by the Legislative Department and the Department of Legal Affairs, aimed to discuss vital reforms targeting legal, legislative, and institutional advancements for a modern, technology-friendly legal ecosystem.

Hon’ble Minister of State (Independent Charge) for Law and Justice, Shri Arjun Ram Meghwal, inaugurated the event, addressing senior officials and participants from both departments. He encouraged them to leverage this platform for reflecting on the Ministry’s recent successes while laying out a strategic roadmap for enhancing India’s legal framework. In his keynote address, Dr. Rajiv Mani, Secretary of the Legislative Department and Department of Legal Affairs, outlined an ambitious vision of creating a legal system that is efficient, accessible, and well-prepared for the future, aligning with national goals for a developed India by 2047.

Focus on Collaboration and Innovation

Dr. Manoj Kumar, Additional Secretary of the Legislative Department, welcomed participants and introduced the central themes and objectives of the discussions. The program included breakout sessions and brainstorming activities concentrating on crucial areas such as legislative reforms, digital transformation, and the adoption of artificial intelligence within the legal framework. Officers from both departments actively engaged in discussions, sharing innovative and actionable ideas aimed at improving governance and legislative services.

Vision Document and Commitment to Reform

The collaborative dialogues concluded with the creation of a comprehensive vision document. This document encapsulates concrete reform proposals and actionable implementation measures for strengthening the Ministry’s objectives. During the valedictory session, Dr. Rajiv Mani unveiled the ‘Sankalp Patra’, symbolizing the collective commitment of all attendees towards a forward-looking reform agenda.

As part of this declaration, the officers pledged to uphold the Constitution and the rule of law while striving for excellence in governance. They committed to simplifying legal processes to make them more accessible and citizen-centric, employing technology responsibly, and promoting a culture of reflection and collaboration.
