Government Enhances Measures to Combat Postal Revenue Loss

A series of strategic meetings, including one led by the Minister of State for Communications, have addressed significant operational and fraud risks in postal services. During these gatherings, a range of issues were uncovered, such as failures in postage realization, the use of expired or counterfeit stamps, insufficient postage on prepaid articles, and violations related to registered newspapers.

Steps to Prevent Revenue Leakage

In response to these challenges, the government has implemented several steps aimed at safeguarding postal revenue. The post offices have been categorized according to volume of mail and parcel bookings, as well as assessments of their financial services, to enhance oversight and address vulnerabilities.

Additionally, the Department introduced preventive measures to deter the recurrence of fraud. This involves a thorough analysis of the identified tactics employed by fraudsters. Strengthening of an alert-based risk management system has also been prioritized to improve overall security within the postal framework.

Continuous Oversight and Technological Integration

The Department is committed to continuously enhancing its oversight functions and risk management strategies. This involves leveraging technology and data analytics, along with transaction-driven alerts, to mitigate potential losses and ensure adherence to established protocols. As part of this initiative, an end-to-end online licensing process for registered newspapers is being implemented.

Dr. Pemmasani Chandra Sekhar, the Minister of State for Communications and Rural Development, provided this information in a written response to a parliamentary question in the Lok Sabha today. He emphasized that the ongoing strengthening of oversight through both corrective and preventive measures is a dynamic process.
