Coroner Rules Out Religious Terrorism in Australian Police Killing Investigation
The tragic ambush and murder of two Queensland police officers in December 2022 has been officially ruled not a terrorist act, despite earlier claims that it marked a significant moment in Australia’s history. State Coroner Terry Ryan’s findings revealed that Constables Matthew Arnold and Rachel McCrow were killed by Nathaniel, Gareth, and Stacey Train during a routine visit to a rural property. Details of the Incident
On December 12, 2022, Constables Arnold and McCrow, aged 26 and 29 respectively, were part of a team investigating a missing person case in Wieambilla, located approximately 270 kilometers west of Brisbane. Upon arriving at the property, the officers were met with a barrage of gunfire from high-powered rifles and shotguns. The ambush was swift and brutal; Arnold and McCrow were struck immediately, while a third officer sought cover and a fourth managed to retreat to his vehicle, sustaining a leg injury in the process. Tragically, a neighbor, Alan Dare, who arrived at the scene after noticing smoke, was also fatally shot. The ensuing siege concluded with police fatally shooting the three assailants.
Coroner’s Findings
Coroner Terry Ryan’s report clarified that the ambush was not an act of terrorism, despite the assailants’ extremist beliefs. He noted that the Trains acted defensively, perceiving the police as a threat to their property. Ryan emphasized that the trio had taken extensive measures to fortify their home against police engagement and had planned to ambush any officers who entered their property. He stated, “For these reasons, I accept the submission that it is not possible to conclude that Gareth, Stacey, and Nathaniel committed a terrorist act.” The coroner also criticized the narrow legal definition of terrorism in Australia, suggesting it does not adequately reflect the current security landscape.
The Background of the Assailants
The inquest revealed that Gareth Train had developed anti-government and conspiracy theories over several years, with his beliefs intensifying after the 1996 Port Arthur massacre. His growing isolation during the COVID-19 pandemic further fueled his radical views, leading him to engage with fringe organizations online. In a September 2020 post, he ominously warned the Queensland Police Service about the consequences of their actions. The inquest also highlighted the significant familial conflicts arising from the Trains’ beliefs and the missed opportunities for police to be alerted to the potential danger posed by the trio.
Recommendations for Police Safety
In light of the findings, Coroner Ryan made ten recommendations aimed at enhancing police safety, particularly in rural areas. These included the provision of more drones to assist in risk assessments for remote police operations. The report underscored the need for improved communication between law enforcement agencies, noting that crucial information from New South Wales police was not shared with Queensland officers. This oversight was described as “regrettable” and has raised concerns about the protocols in place for police engagement with potentially dangerous individuals. The incident has reignited discussions about gun control in Australia, with experts warning that some of the stringent regulations established after the Port Arthur massacre have been relaxed in various regions over the years.
