India and France Forge Historic Cultural Partnership

On October 26, 2026, a significant Memorandum of Understanding (MoU) was signed in Paris between the Ministry of Culture of the Government of India and the Bibliothèque nationale de France (BnF), aiming to enhance collaboration in the areas of preservation, digitisation, research, and dissemination of manuscript and documentary heritage. The agreement was formalized by Shri Vivek Aggarwal, Secretary of the Ministry of Culture, and Mr. Gilles Pécout, President of BnF.

Strengthening Heritage Through Collaboration

This partnership is part of the Gyan Bharatam Mission, which seeks to bring together various Indian cultural institutions, including the National Archives of India in New Delhi and the National Library in Kolkata, alongside the BnF. Together, they will create a robust framework of cooperation targeting five critical areas: digitisation, cross-sharing on the National Digital Repository, technology exchange, conservation, and research and development.

The two parties will focus on identifying and digitising manuscripts of Indic origin housed at the BnF. The MoU fosters the exchange of knowledge and expertise in crucial aspects such as digitisation techniques, preservation technologies, and standards for cataloguing. Additionally, advancements in Optical Character Recognition (OCR) and Handwritten Text Recognition (HTR) tools specific to Indian scripts will be explored.

Workshops and Knowledge Exchange

Joint initiatives are anticipated under this partnership, comprising workshops, capacity-building programs, research initiatives, and collaborative publications. There will also be opportunities for exhibitions and the exchange of scholars and experts between the two institutions, enriching the pursuit of cultural preservation.

About Gyan Bharatam Mission

The Gyan Bharatam Mission, which spearheads this initiative, is the Ministry of Culture’s flagship program aimed at identifying, documenting, conserving, digitising, translating, researching, and spreading the knowledge embedded in India’s vast manuscript heritage. The National Digital Repository being developed under this mission is intended as a secure digital library for Indian-origin manuscripts and knowledge systems, providing structured access for researchers and scholars globally.

A Step Towards International Cooperation

This collaboration marks a vital development in fostering international ties aimed at preserving and sharing India’s rich manuscript heritage. By bridging historical knowledge across borders, the partnership not only celebrates cultural diversity but also opens avenues for scholarly engagement and technological innovation.
