CARA Workshop Boosts Adoption Support for Children with Special Needs

The Central Adoption Resource Authority (CARA), part of India’s Ministry of Women and Child Development, hosted its Fifth Regional Consultative Workshop for the Eastern Zone in Ranchi, Jharkhand, on October 27, 2026. Collaborating with the Jharkhand government and the State Adoption Resource Agency (SARA), the workshop reaffirmed CARA’s dedication to enhancing family-based care and expanding opportunities for children with special needs, also known as Divyaang children, to find loving families.

Strengthening Family-Based Care

This workshop was a critical part of CARA’s ongoing Adoption Awareness Campaign 2025, which is focused on the theme of “Promoting Non-Institutionalised Rehabilitation of Children with Special Needs.” The event aimed at strengthening cooperation among stakeholders, tackling field-level challenges, and identifying effective strategies for the adoption and rehabilitation of these children.

Diverse Participation for Effective Dialogue

The Eastern Zone, which includes Jharkhand, Bihar, Odisha, West Bengal, and Sikkim, hosted around 175 stakeholders from approximately 115 districts. This diversity facilitated a vital platform for dialogue and the sharing of best practices, which will aid in creating coordinated strategies to promote inclusive, family-based rehabilitation.

Keynotes from Officials

Prominent figures at the workshop included Smt. Bhavna Saxena, CEO of CARA, and Shri Uma Shankar Singh, Secretary of DWCD&SS. Smt. Saxena emphasized the progress made through concentrated outreach efforts, while highlighting the importance of continued collaboration to remove barriers that hinder adoption processes. She stressed that a compassionate, child-centered approach is key to facilitating placements for children with special needs.

Shri Singh pointed out the necessity for actionable solutions beyond mere awareness, advocating for equal opportunities for children with special needs to experience family life and care. He called for collective action among child protection authorities and healthcare professionals to ensure meaningful outcomes.

Addressing Key Challenges

The discussions at the workshop targeted various challenges, including medical assessments, legal requirements, financial issues, and grievance procedures. Special emphasis was placed on fortifying connections between healthcare facilities and child protection systems to enable timely evaluations and adoption processes.

Innovative Insights and Recommendations

Participants engaged in group discussions to address region-specific challenges and formulate actionable recommendations. By focusing on expanding outreach and enhancing capacities, stakeholders identified ways to alleviate procedural delays and better support children throughout the adoption journey.

Spotlight on Success Stories

A short documentary showcasing a successful adoption story involving children with special needs was premiered during the workshop. This film illustrated the life-changing effects of family-based care, highlighting how a nurturing environment fosters security and belonging for children.

Building Toward a Collaborative Future

With the Ranchi workshop concluding its fifth consultation in a series that includes earlier events in Rajasthan, Assam, Madhya Pradesh, and Maharashtra, CARA is committed to identifying specific regional challenges and enhancing collaboration across the adoption ecosystem. The insights gained from the Eastern Zone are expected to drive future improvements in adoption facilitation and support initiatives for children with special needs nationwide.

Through these collaborative workshops, CARA continues to foster a child-centric and inclusive approach to adoption, reinforcing the belief that every child deserves to grow up in a loving family setting.
