India Releases New Guidelines for State GSDP Estimates

The National Statistics Office (NSO), under the Ministry of Statistics & Programme Implementation (MoSPI), has made significant strides in economic data compilation by releasing draft guidelines for estimating the Gross State Domestic Product (GSDP) from the expenditure side, using the base year 2022-23. These guidelines, now available on the MoSPI’s official website, aim to promote consistency and standardization across states and Union Territories.

The draft guidelines provide a detailed framework for compiling GSDP estimates, focusing on the expenditure side. This includes essential components such as Private Final Consumption Expenditure (PFCE), Government Final Consumption Expenditure (GFCE), Gross Fixed Capital Formation (GFCF), changes in inventories, valuables, and net exports. Currently, while some states and Union Territories compile GFCF and GFCE estimates, none have yet produced PFCE estimates. The new document aims to bridge this gap by offering comprehensive guidance for state-level data compilation.

To enhance the accuracy of estimates, the guidelines emphasize the utilization of state-specific data sources and relevant allocation indicators for various expenditure components. When direct data is not available, the guidelines suggest using suitable methodologies and allocation indicators to derive consistent estimates across different states.

This initiative is pivotal as it provides an additional viewpoint on GSDP estimation, supplementing the traditional production and income-side approaches. By enhancing the methodology for assessing economic activity at the state level, the guidelines contribute to strengthening the national accounts framework and ensuring that state estimates align closely with the national standards.

Furthermore, the release of these draft guidelines marks a critical advancement in harmonizing estimation practices across states and UTs. This effort aims to bolster the statistical capacity of the State Directorates of Economics and Statistics (DESs), empowering them to compile GSDP estimates more effectively from the expenditure side.

The draft guidelines are open for feedback from stakeholders, with comments being accepted until October 28, 2026. The availability of these guidelines not only signifies a step toward improved economic measurement but also invites greater participation and collaboration in the process of state-level data compilation.
