Project PATHA Spotlighted at 40th Good Governance Webinar
The 40th National Good Governance Webinar was held on September 25, 2026, focusing on the sustainability and replication of awarded initiatives in public administration. One standout presentation came from Project PATHA, which earned the PM’s Award for Excellence in Public Administration 2022. Prime Minister Narendra Modi initiated this series of webinars to foster the sharing of best practices among district officials.
Since the launch in April 2022 by the Department of Administrative Reforms & Public Grievances (DARPG), 39 webinars have taken place, bringing together around 1,000 participants from various governmental departments, state administrations, and training institutions.
Highlighting Innovative Literacy Initiatives
At the webinar, Shri M. Nagarajan, State Project Director for the Samagra Shiksha Abhiyan in Gujarat, elaborated on Project PATHA. This initiative aims to bolster Foundational Literacy and Numeracy (FLN) across Mehsana district’s 994 elementary schools. The program has developed tailored teacher guides, an assessment ladder, and relevant worksheets in Gujarati and Mathematics, tailored to address specific learning gaps noted in students. The educational material underwent review by the Gujarat Council of Educational Research and Training (GCERT) and is accessible via the DIKSHA digital platform.
Ensuring Sustainability Beyond Awards
Shri S. K. Prajapati, the Collector and District Magistrate of Mehsana, discussed the sustained impact of Project PATHA. He emphasized the importance of institutional support that goes beyond the award recognition, through ongoing teacher training and comprehensive support mechanisms. This has allowed the initiative to evolve from a focus on FLN to Grade-Appropriate Learning (GAL), ensuring that learning materials are continuously utilized and improved based on school-level data analysis.
Scaling Up and Training Others
Dr. Sharad K. Trivedi, District Primary Education Officer, addressed how the PATHA model is being expanded to other districts. He highlighted efforts in distributing key resources, including the FLN Teacher Guide and instructional videos, through the established channels of GCERT and DIKSHA. The learnings from the Mehsana model are now being integrated into broader state initiatives like Nipun Gujarat, which features innovative tracking and learning resources.
The webinar was chaired by Shri Puneet Yadav, Additional Secretary of DARPG, and saw participation from over 900 locations across India, including representatives from state administrative reforms departments, district collectors, and training institute officials. This collaborative response exemplifies the widespread commitment to enhancing governance through proven educational strategies.
