New Credit Guarantee System Unveiled for MSMEs on TReDS Platforms

In a significant development aimed at enhancing financial support for Micro and Small Enterprises (MSEs), the Ministry of Micro, Small and Medium Enterprises (MSME) has launched a credit guarantee cover for the Trade Receivables Discounting System (TReDS) platform. This initiative comes in line with the recent Union Budget announcement, aiming to streamline the access to working capital for MSMEs through digital platforms that facilitate invoice discounting.

Now integrated with the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), the TReDS ecosystem offers credit guarantee coverage across three prominent platforms: M1xchange, RXIL, and DTX (KredX). This tech-savvy approach is one of the quickest rollouts by the Ministry of MSME and CGTMSE, designed to connect MSEs with crucial financial resources more swiftly.

Streamlined Access to Financial Resources

The launch of CGTMSE guarantee coverage is set to alleviate credit risks for financiers while enabling better finance options for MSEs. This system facilitates timely access to working capital for both buyers and sellers in the MSE sector at competitive rates, ultimately setting the stage for more robust trading relationships.

The seamless integration of CGTMSE with the TReDS platforms digitizes the entire journey of guarantee applications, allowing financiers to ascertain invoice eligibility and apply for CGTMSE cover in real time. This automated process includes instantaneous calculations of guarantee fees based on invoice specifics and generates corresponding cover notes, ensuring efficiency and speed.

Dr. Rajneesh, the Additional Secretary & Development Commissioner at the Ministry of MSME, emphasized the significance of the recent rollout. He stated, “Extending CGTMSE-backed guarantee cover to TReDS receivables is an important step in translating the Union Budget’s Announcement into on-ground impact, further strengthening the financing ecosystem for MSMEs by improving access to timely and formal sources of credit. It will also help in addressing the issue of delayed payments of MSEs.”

TReDS: A Vital Solution for MSMEs

Established in 2017 and regulated by the Reserve Bank of India, TReDS is an online platform designed for early payments against unpaid invoices of MSMEs. This initiative is part of the government’s broader efforts to bolster liquidity support for small businesses. TReDS has shown remarkable growth, with invoice discounting soaring from ₹40,000 crore in FY 2021-22 to an anticipated ₹3.5 lakh crore by FY 2025-26.

The Union Budget for 2026-27, announced on February 1, 2026, included a credit guarantee scheme for TReDS invoice discounting. In response, the Ministry of MSME and CGTMSE have introduced special provisions to extend guarantees for these credit facilities, effectively tackling the challenge of delayed payments and expediting access to necessary funds for small enterprises.

Eligibility for this new scheme includes conditions for both the buyer and seller, who must be MSEs. The CGTMSE guarantee cover provides up to 75% coverage of the amount in default, with maximum exposures set at ₹10 crore for MSE buyers and ₹2 crore for MSE sellers on a revolving basis.
