E20 Petrol Controversy: Chief Economic Adviser Nageswaran Advocates for Return of Lower Ethanol Blend Fuel at Pumps

Chief Economic Adviser V Anantha Nageswaran has urged the Indian government to consider reintroducing petrol with a lower ethanol blend, amid rising concerns regarding the impact of E20 petrol on vehicles. E20, which contains 20% ethanol, became the only petrol variant available at fuel stations across India on April 1, as part of the government’s initiative to reduce reliance on imported oil and combat pollution. Nageswaran suggested that offering E10 alongside E20 could alleviate public apprehensions.

Growing Public Concerns

The government previously stated that there were no plans to reintroduce lower-ethanol petrol variants like E0 or E10. However, the transition to E20 has sparked widespread anxiety among vehicle owners about potential performance issues and damage to automotive components. Many consumers have taken to social media to express their dissatisfaction and demand the return of petrol with lower ethanol content.

The opinion piece by Nageswaran and consultant Akash Poojari comes after reports indicated that senior executives from major Indian automakers had privately expressed concerns about contamination associated with E20. While the authors noted that current evidence does not support claims of engine damage from E20, they acknowledged that older vehicles might face challenges. They pointed out that India has approximately 75 to 80 million older two-wheelers, which may have rubber seals not rated for ethanol, complicating the retrofit process.

Political Controversy Surrounding E20

The Centre’s decision to mandate 20% ethanol-blended petrol has ignited political controversy, with opposition leaders questioning whether the rollout adhered to the safeguards outlined in a 2021 NITI Aayog report. The debate intensified during a Supreme Court hearing on petitions challenging the E20 policy. Attorney General R Venkataramani referred to E20 as an “experiment,” suggesting that its effects would become clearer next year, although the Centre later clarified that it was not labeling E20 itself as an experiment.

Fuel efficiency has emerged as a primary concern among consumers. The government has defended its ethanol program, asserting that increased blending has reduced India’s dependence on imported crude oil, conserved foreign exchange, and enhanced energy security. Additionally, the government highlighted that India achieved its 20% blending target five years ahead of the original 2030 deadline.
