Legal Reforms Envisioned at Mount Abu Gathering

The Reforms Utsav & Chintan Shivir 2026, organized by the Department of Legal Affairs and Legislative Department under the Ministry of Law and Justice, concluded today in Mount Abu. The event ended with the adoption of the ‘Sankalp Patra,’ a declaration committing to cultivate a future-oriented, technology-driven, and citizen-centric legal ecosystem aimed at achieving Viksit Bharat by 2047.

The two-day event kicked off with a session of yoga and meditation, setting a reflective tone for the discussions ahead. Sister Sheilu delivered a motivational talk highlighting the theme ‘Swaparivartan se Vishwaparivartan’ (From Self-Transformation to Global Transformation). She encouraged participants to embrace self-transformation as a prerequisite for initiating broader institutional changes, urging an inner revolution to enhance public service effectiveness.

Key Outcomes and Commitment to Reform

The valedictory session centered on the theme of ‘Convergence, Accountability and a Shared Reform Roadmap.’ Four breakout sessions were held to discuss various reform measures, culminating in the finalization of a consolidated reform roadmap for both departments.

Dr. Rajiv Mani, Secretary of the Department of Legal Affairs and Legislative Department, reiterated the main priorities arising from the discussions. He led the adoption of the Sankalp Patra, which outlines an ambitious reform agenda targeting institutional excellence, legislative modernization, digital transformation, technology integration, effective litigation management, promotion of alternative dispute resolution, and enhanced collaboration across departments to realize the vision of Viksit Bharat by 2047. Dr. Mani emphasized that the Chintan Shivir fostered productive dialogue and teamwork, encouraging officers to build on years of shared institutional knowledge.

Call to Action from the Union Minister

In the valedictory address, Shri Arjun Ram Meghwal, the Hon’ble Union Minister of State (Independent Charge) for Law & Justice, called on officials to transform innovative ideas into tangible results. He stressed the importance of resolving disputes promptly, as delays in justice can impede national progress and drain valuable resources. Citing the Prime Minister’s vision for continuous reform and introspection, he urged all departments of the Ministry to unite as a cohesive team. Emphasizing the expanding role of the legal ecosystem amidst ongoing reforms, he inspired officers to embrace this pivotal moment, echoing the Prime Minister’s remark, ‘Yahi Samay Hai, Sahi Samay Hai, Bharat Ka Anmol Samay Hai.’

With the Sankalp Patra adopted at Mount Abu, the Reforms Utsav & Chintan Shivir 2026 has reinvigorated the commitment towards building an efficient, modern, and citizen-focused legal framework for a developed India by 2047.
