Concerns Rise in Taiwan Over China’s Surge in Custard Apple Imports

A potential trade dispute is brewing between China and Taiwan over the atemoya, a unique fruit that has become a point of contention. Taiwan’s agriculture ministry has raised concerns about China’s recent commitment to increase imports of this heart-shaped fruit, warning local farmers of possible economic manipulation. The atemoya, a hybrid of custard apple species, is a specialty of Taiwan’s Taitung county and has significant cultural and economic importance for the island.

China’s Import Plans and Taiwan’s Response

Earlier this month, Chinese authorities announced plans to boost imports of Taiwanese atemoyas, a move that initially seemed beneficial for Taiwanese farmers. However, Taiwan’s agriculture ministry quickly cautioned that this could be a strategic maneuver by China. They described it as a “classic example of China’s ‘raise, trap, kill’ process,” suggesting that Beijing’s approach creates dependency among farmers before exposing them to market volatility. This warning reflects Taiwan’s broader concerns about China’s intentions, especially given the historical context of trade relations between the two sides.

Taiwan has faced similar challenges in the past, notably in 2021 when China banned the import of Taiwanese pineapples, which severely impacted local farmers. The ministry’s statement indicated that the same pattern might be emerging with atemoyas, as China previously suspended imports in 2021 due to pest concerns and later imposed taxes in 2024. Such actions have led to significant instability in the agricultural sector, leaving farmers vulnerable to abrupt changes in trade policies.

The Broader Context of Cross-Strait Relations

The tensions surrounding atemoya imports are set against a backdrop of escalating military and political pressures from China towards Taiwan. Beijing has not ruled out the use of force to assert its claim over the self-governing island, and it has intensified military drills in the region. Observers note that China employs various non-military tactics to exert pressure on Taiwan, with economic measures, including fruit imports, being one of the more subtle strategies.

The recent forum in Xiamen, where Chinese companies pledged to buy more Taiwanese atemoyas, has further complicated the situation. Despite an official ban on participation from Taiwan’s central government, some Taiwanese business leaders and opposition politicians attended, raising concerns about potential repercussions. Taiwan’s Mainland Affairs Council has warned that those who participated could face investigations, highlighting the sensitive nature of cross-strait relations.

Future of Taiwan’s Atemoya Industry

In response to the growing concerns, Taiwan’s agriculture ministry has emphasized its commitment to sustainable agricultural development and the stability of farmers’ incomes. The ministry plans to guide the atemoya industry towards diversification, exploring opportunities in frozen fruit products, purees, and wines. This strategy aims to mitigate the risks posed by fluctuating market conditions and potential trade disruptions.

However, opposition lawmakers from the Kuomintang party have criticized the government’s warnings as politically motivated, arguing that such rhetoric could harm farmers. Taipei Mayor Chiang Wan-an has accused the Mainland Affairs Council of using the situation to intimidate local producers. He likened the atemoya to Taiwan’s semiconductor industry, asserting its unique quality and significance. The ongoing debate reflects the delicate balance Taiwan must maintain in navigating its agricultural interests while managing complex relations with China.
