India Guarantees Free UPI Transactions Amid Policy Changes

The Government of India has clarified its commitment to keeping Unified Payments Interface (UPI) transactions free for consumers. The announcement comes in light of recent discussions surrounding potential amendments to the Payment and Settlement Systems Act, which some critics misinterpret as a strategy to impose charges on users. Officials emphasize that UPI will remain cost-free for everyday transactions, ensuring access for all citizens.

No Charges for Users

Under the current guidelines, consumers making payments through UPI will incur no transaction fees. In addition, Person-to-Person (P2P) transactions will continue without charge. While there are plans to introduce a nominal Merchant Discount Rate (MDR) for merchants in the future, this will only apply to a limited number of transactions that exceed a specific threshold, and the rates will be significantly lower than those associated with traditional debit or credit card transactions.

The proposed changes to the Payment and Settlement Systems Act have sparked debate, leading to misconceptions about the government’s intentions. Officials assert that these amendments aim to enhance UPI’s long-term sustainability and resilience. However, the government firmly denies such claims, noting that UPI was introduced in 2016 and has remained free for users since January 2020.
