Piyush Goyal Responds to Congress Criticism of India-EU FTA Deal as ‘Hugely-Hyped’
Commerce and Industry Minister Piyush Goyal has firmly defended the recently finalized free trade agreement (FTA) between India and the European Union, countering criticisms from Congress leader Jairam Ramesh. Goyal described the FTA as a significant economic opportunity that could spur growth and create jobs in India. He dismissed Ramesh’s concerns as politically motivated and emphasized the potential benefits of the agreement, which he believes will enhance trade relations between India and the EU.
Minister’s Rebuttal to Criticism
In response to Ramesh’s claims that the FTA is “hugely hyped” and raises concerns about trade deficits and other issues, Goyal questioned the credibility of the opposition. He pointed out that the suspension of FTA talks from 2013 to 2022 had cost India dearly in terms of jobs and economic growth. Goyal stated, “Is this a story of ‘Sour grapes’?” He argued that those who failed to make decisions while in power are now criticizing the current government’s efforts. The minister highlighted that the FTA is being recognized globally as a major deal, with a combined GDP of $25 trillion and a market of nearly two billion people.
Addressing Key Concerns
Ramesh raised several concerns regarding the FTA, including the potential for increased imports from the EU, which could widen India’s trade deficit. He also pointed out the absence of exemptions for India’s aluminium and steel exports from the EU’s Carbon Border Adjustment Mechanism (CBAM). Goyal responded by assuring that the government is actively engaging with the EU on CBAM and other sensitive issues. He emphasized the importance of dialogue and cooperation to address these challenges. Furthermore, Goyal reassured that health and safety regulations would be maintained under the agreement to prevent unjustified trade restrictions.
Intellectual Property and Services
On the topic of intellectual property, Goyal clarified that the obligations within the FTA align with the World Trade Organization’s TRIPS framework. He emphasized the importance of public health flexibilities and technology transfer, as well as the recognition of India’s traditional digital knowledge library. Addressing Ramesh’s concerns about the EU’s demands for privileged access in services, Goyal stated that commitments would remain within India’s domestic framework, potentially attracting EU investment in sectors like maritime and financial services.
Automobiles and Refined Fuel Exports
Goyal also defended the inclusion of automobiles in the FTA, which has been a point of contention for domestic manufacturers. He explained that India’s offer is quota-based and focused on the premium segment, with a phased approach for electric vehicles (EVs). This strategy aims to encourage European original equipment manufacturers (OEMs) to establish local assembly lines in India. Regarding refined fuel exports, Goyal noted that these are influenced by external factors and reiterated that the FTA represents a long-term strategic partnership based on mutual respect. He concluded by urging a more positive outlook on the opportunities the FTA presents for both nations.
