New Centre of Excellence Launched to Boost India’s Power Sector
In a significant development for India’s energy sector, Union Minister of Power Shri Manohar Lal inaugurated the Centre of Excellence (CoE) for Regulatory Affairs at IIT Delhi. This new initiative, established in collaboration with IIT Delhi, the Central Electricity Regulatory Commission (CERC), and Grid Controller of India Ltd. (Grid India), aims to enhance regulatory capabilities in a changing power landscape marked by increasing electricity demands and renewable energy integration.
Objective of the Centre of Excellence
The Centre of Excellence is designed to serve as a national hub for research, capacity building, and knowledge dissemination in regulatory affairs for the power sector. By situating the CoE within a leading academic institution and ensuring close cooperation between the regulatory and operational bodies, the initiative merges policy, regulation, system operations, and research into a cohesive framework.
Supporting Regulatory Research
Shri Manohar Lal emphasized that as India progresses towards cleaner energy and a more competitive market, informed regulation grounded in solid research is vital. He stated that the CoE at IIT Delhi will be crucial in guiding decisions that support regulatory frameworks aimed at balancing affordability, sustainability, and efficiency.
Collaboration and Research Focus
Officials at the inaugural event highlighted the CoE’s role in addressing key challenges in the power sector. It aims to enhance institutional capabilities by providing advanced analytical tools, facilitating knowledge management, and embarking on research aligned with global academic networks. The Centre will also generate advisory support to aid regulators and other stakeholders in navigating the complexities of the evolving power landscape.

Prof. Rangan Banerjee, Director of IIT Delhi, expressed enthusiasm about this collaboration, stating that it would lead to new insights and analyses necessary for a sustainable and affordable electricity sector. Alongside him, Shri Jishnu Barua, Chairman of the CERC, called for robust research to underpin effective regulation, stressing the importance of data and long-term perspectives in policymaking.
Focus Areas and Capacity Building
Shri S C Saxena, Chairman and Managing Director of Grid India, noted that the regulatory frameworks should reflect real-world operational experiences to ensure functional market design. The CoE will pursue multidisciplinary research in diverse areas including power market design, grid operations, and the challenges of energy transition like decarbonization and digitalization.

The partnership among CERC, Grid India, and IIT Delhi represents a pioneering institutional model bringing together expertise from regulation, operation, and academia.
