Reactions from Member States
During the discussions surrounding the resolution, France’s representative expressed support for the renewal of CTED’s mandate. She pointed out the importance of the Executive Directorate’s field visits and direct engagement with state authorities, especially as terrorist groups like Al-Qaida and Da’esh continue to evolve. However, she expressed disappointment that the mandate was renewed for only three years instead of four, as preferred by most Council members. She hopes that future renewals will revert to a quadrennial schedule.
In contrast, the United States representative, who introduced the resolution, defended the three-year renewal. She argued that more frequent oversight is necessary for all UN special political missions to ensure their effectiveness. Acknowledging CTED’s valuable contributions, including over 40 analytical reports on emerging terrorist trends, she emphasized the need for CTED to focus on core counter-terrorism measures, particularly in regions facing significant threats, such as the evolving landscape of Islamist terrorism in Africa.
