India Launches Bureau of Port Security to Enhance Maritime Safety
In a significant move to bolster the security of vessels and port facilities, Union Home Minister and Minister of Cooperation, Shri Amit Shah, convened a pivotal meeting regarding the establishment of the Bureau of Port Security (BoPS). Attended by the Union Minister for Ports, Shipping and Waterways, and the Minister of Civil Aviation, the meeting underscored the necessity for a fortified port security framework throughout the nation.
During the discussions, Shri Shah articulated the importance of implementing security measures in a systematic, risk-based approach, taking into account factors such as vulnerabilities, maritime trade potential, and location specificity. The establishment of the Bureau of Port Security is part of a broader initiative outlined in the recently enacted Merchant Shipping Act, 2025, which enables the formation of this statutory authority.
Formation and Leadership of BoPS
The BoPS will be directed by a designated Director General, operating under the Ministry of Ports, Shipping and Waterways (MoPSW). To ensure effective governance, the Bureau is modeled after the Bureau of Civil Aviation Security (BCAS). Initially, an Indian Police Service (IPS) officer with a seniority level of Pay Level-15 will lead the Bureau. For the first year, the Director General of Shipping (DGS/DGMA) will fulfill this role.
Focus on Cyber Security and Training
A crucial aspect of the Bureau’s mandate includes the timely analysis, collection, and sharing of security information, particularly in the realm of cyber security. A dedicated division is to be established to protect port IT infrastructure from digital threats. Furthermore, the Central Industrial Security Force (CISF) has been recognized as a legitimate security organization responsible for assessing security needs and preparing protection plans for port facilities.
The CISF will also be tasked with training Private Security Agencies (PSAs) engaged in the arena of port security. Steps will be taken to certify these agencies, and strict regulations will ensure that only licensed PSAs operate within this sector. Additionally, the meeting highlighted the intention to apply effective lessons from maritime security to the aviation security domain.
The establishment of the Bureau of Port Security marks a proactive step by the Indian government to enhance the safety and security of its maritime trade and infrastructure, reflecting a commitment to address contemporary security challenges.
