EPFO Unveils Employees’ Enrolment Scheme to Boost Compliance

The Employees’ Provident Fund Organisation (EPFO) has introduced the Employees’ Enrolment Scheme (EES) 2025, a significant initiative designed to increase EPF coverage and address past non-compliance issues in a straightforward, employer-friendly manner. This scheme aims to facilitate the voluntary enrolment of eligible employees who have previously been excluded from EPF benefits.

As part of the roll-out, the EPFO has begun a nationwide awareness campaign to educate employers on the advantages and provisions of this new scheme. Additionally, the organization is consulting with various government authorities to ensure the smooth enrolment of casual and contractual employees into the EPF framework.

Important Features of EES 2025

The EES 2025 provides a dedicated six-month compliance window beginning in November 2025. This window allows employers to voluntarily enrol employees who missed out on EPF coverage between July 1, 2017, and October 31, 2025, and rectify past compliance issues. Establishments that have not yet registered under the EPF Act can also apply for coverage and declare eligible employees during this campaign.

In a bid to ease the financial burden on employers, the scheme stipulates that if employee contributions were not previously deducted, employers will only need to pay their share of contributions, along with interest as per Section 7Q, applicable administrative charges, and a nominal penalty capped at ₹100. This provision will fulfill compliance requirements across all three schemes under EPFO.

Inclusivity for All Establishments

The EES 2025 also extends its benefits to establishments undergoing assessment inquiries. Employers can leverage this opportunity to align with the Pradhan Mantri Viksit Bharat Rojgar Yojana, subject to specific terms and conditions.

The EPFO is actively encouraging all employers to seize this exceptional, time-sensitive opportunity to contribute to the national goal of ensuring “Social Security for All.” As part of this initiative, the EPFO will reach out to identified non-compliant employers through SMS and email notifications, urging them to utilize the one-time relaxation offered by the EES 2025 to rectify their defaults. With EES 2025, EPFO aims to promote broader financial inclusion and social security coverage across the country, ultimately benefiting millions of employees who previously lacked access to these vital services.
