New Bill Aims to Transform Higher Education in India
In a significant move for the higher education sector, Union Minister for Education, Shri Dharmendra Pradhan, today introduced the Viksit Bharat Shiksha Adhishthan Bill, 2025, in the Lok Sabha. This landmark legislation is designed to empower India’s Higher Educational Institutions (HEIs) to attain excellence through effective coordination and the establishment of clear standards.
The Bill’s introduction follows the National Education Policy (NEP) 2020, which was developed through comprehensive nationwide consultations. Under the guidance of Lt. Dr. K. Kasturirangan, the NEP outlines a vision for a transformative regulatory system for higher education that promotes academic autonomy and global competitiveness, while being rooted in Indian values. The Viksit Bharat Shiksha Adhishthan Bill has been crafted to reflect this inclusive vision, incorporating global best practices into the Indian educational framework.
Cabinet approval for the Bill came on December 12, 2025, from the Union Cabinet led by Prime Minister Shri Narendra Modi. The legislation is rooted in Entry 66 of the Union List of the Constitution of India, which mandates coordination and standard-setting for higher education institutions.
Establishing a New Regulatory Framework
The proposed Bill aims to establish the Viksit Bharat Shiksha Adhishthan as a central apex body, along with three specialized councils: the Viksit Bharat Shiksha Viniyaman Parishad (Regulatory Council), the Viksit Bharat Shiksha Gunvatta Parishad (Accreditation Council), and the Viksit Bharat Shiksha Manak Parishad (Standards Council). Notably, the Bill seeks to repeal outdated acts such as the University Grants Commission Act of 1956 and the All India Council for Technical Education Act of 1987, placing all HEIs under the new regulatory framework.
The Viksit Bharat Shiksha Adhishthan will provide strategic direction for higher education while ensuring coordination among the councils. The Standards Council will define minimum academic standards, the Regulatory Council will maintain compliance with these standards, and the Accreditation Council will operate independently to oversee accreditation processes.
Addressing Over-Regulation
The current landscape forces higher educational institutions to navigate multiple approval processes and inspections, leading to over-regulation. The Bill seeks to streamline these requirements by introducing a unified regulatory architecture powered by technology. A faceless, Single Window Interactive System is envisioned to alleviate administrative burdens, fostering a more efficient environment for HEIs.
One of the core features of the Bill is a public digital portal where HEIs will disclose critical information regarding governance, finances, and academic performance. This initiative aims to enhance transparency and accountability within the higher education ecosystem.
Empowering Students and Enhancing Quality
The introduction of the Viksit Bharat Shiksha Adhishthan Bill anticipates significant outcomes, such as improved access to quality HEIs and an increased Gross Enrolment Ratio (GER). A holistic educational approach emphasized in the Bill aims to nurture students’ critical thinking and innovation skills.
