Speakers Urge Security Council for Results in Ongoing Peace Talks

As Ukraine braces for its fourth winter amidst ongoing conflict, the United Nations Security Council convened to address the escalating humanitarian crisis. Speakers emphasized the urgent need for effective negotiations to alleviate the suffering of civilians, who are facing increased casualties and deteriorating living conditions. Reports indicate that 2025 has been particularly deadly, with a significant rise in civilian casualties compared to the previous year. The Council’s discussions highlighted the critical role of international cooperation in securing humanitarian aid and ensuring the protection of civilians.

Escalating Humanitarian Crisis

The humanitarian situation in Ukraine has reached alarming levels, with civilians bearing the brunt of the ongoing conflict. Kayoko Gotoh, the Director for Europe and Central Asia at the UN, reported that civilian casualties from January to November 2025 have surged by 24% compared to the same period in 2024. She attributed this increase to intensified aerial attacks by the Russian Federation, which have targeted essential energy and transport infrastructure as winter sets in. Gotoh also pointed to several incidents that have escalated tensions, including violations of airspace in European countries and attacks near the Zaporizhzhia Nuclear Power Plant. The UN High Commissioner for Human Rights has verified nearly 15,000 civilian deaths since the onset of the full-scale invasion in February 2022, with the actual numbers likely being much higher. Gotoh expressed hope that ongoing diplomatic efforts could lead to a peaceful resolution, urging all parties to work towards a just and lasting peace.

Humanitarian Efforts Under Threat

Joyce Msuya, Assistant Secretary-General for Humanitarian Affairs, underscored the urgent need for action to safeguard humanitarian efforts in Ukraine. She highlighted that over 10 million people are projected to require aid in 2026, and without adequate funding, many will be left without essential support. Msuya stressed that the people of Ukraine cannot afford to wait for improved conditions, as they continue to endure harsh winters “under fire and in the dark.” She called on the Security Council to ensure that the rules of war are upheld, that humanitarian aid reaches those in need, and that operations receive necessary funding. The ongoing conflict has exacerbated the humanitarian crisis, and Msuya warned that funding gaps could lead to devastating consequences for millions of vulnerable individuals.

Long-Term Consequences of Conflict

The impact of the conflict on civilians is profound, with landmines and explosive drones creating what Tomaž Lovrenčič, Director of ITF Enhancing Human Security, described as “minefields in the sky.” These new forms of warfare are resulting in long-term injuries that are often more challenging to treat than traditional landmine injuries. Lovrenčič urged the international community to prioritize humanitarian demining and to treat victim assistance as a core component of their response. He emphasized that the current situation in Ukraine could serve as a tragic template for future conflicts if not addressed. The psychological and physical trauma experienced by survivors is a stark reminder of the war’s devastating effects on the population.

Calls for Peace and Security Guarantees

During the Security Council meeting, representatives from various nations reiterated the importance of ending the war and ensuring that Ukraine has the final say in its future. The United States emphasized its commitment to facilitating negotiations between Moscow and Kyiv, while other nations echoed the sentiment that Ukraine must be equipped with credible security guarantees. The representative from the United Kingdom highlighted the tragic toll of civilian casualties since Russia rejected a ceasefire proposal in March. Meanwhile, the Russian Federation’s representative criticized Ukraine’s European backers, suggesting that they are more interested in preparing for war than in the well-being of the Ukrainian people. As discussions continue, the urgency for a comprehensive ceasefire and a just resolution remains paramount, with many Council members stressing that civilians should never be treated as collateral damage in conflict.
