OSCE Chief Reports Russian Federation’s Violations of Helsinki Principles in Ukraine War to Security Council

By launching a war of aggression against Ukraine, Russia has violated the fundamental principles established in the Helsinki Final Act, according to Elina Valtonen, Finland’s Minister for Foreign Affairs and Chairperson-in-Office of the Organization for Security and Co-operation in Europe (OSCE). Speaking at a recent Security Council meeting, Valtonen emphasized that the ongoing conflict not only undermines the UN Charter but also poses a significant threat to European security. She called for global support for Ukraine and highlighted the need for accountability in the face of international law violations, stressing that the resolution of this conflict will have far-reaching implications for peace and stability worldwide.

Violation of Core Principles

Valtonen pointed out that the Helsinki Principles, which align closely with the UN Charter, emphasize key tenets such as sovereign equality, territorial integrity, and respect for human rights. Slovenia’s Deputy Prime Minister, Tanja Fajon, noted that the war has fundamentally shaken European security. She emphasized that true peace requires more than just the absence of conflict; it necessitates respect for human rights and democratic governance. The Russian representative, however, criticized the OSCE’s current leadership for allegedly exacerbating the crisis and focusing solely on Ukraine, while ignoring broader security issues provoked by NATO countries. This ongoing tension highlights the challenges faced by the OSCE in maintaining a balanced approach to security in the region.

Regional Engagement and Institutional Reform

Beyond the situation in Ukraine, OSCE’s field missions in Central Asia and the Western Balkans were also discussed. Greece’s delegate praised the organization’s efforts in promoting human rights and inter-ethnic dialogue in Kosovo. The need for institutional reform within the OSCE was a recurring theme, with representatives from the United States and Panama advocating for modernization and efficiency. They argued that the organization must return to its core mandates and streamline its operations to effectively address pressing security issues, including arms control and terrorism.

Several member states underscored the importance of cooperation between the UN and the OSCE. Delegates from Algeria, Somalia, and other nations emphasized that collaborative approaches are essential for maintaining comprehensive security. The representative from China called for strengthened partnerships to enhance stability during these turbulent times. The Republic of Korea highlighted the OSCE’s experience in dialogue and conflict prevention as valuable resources for addressing security challenges in other regions.
