He pointed out that the Humanitarian Response Plan for Mali is among the lowest funded globally, highlighting the urgent need for timely and flexible funding to alleviate suffering. Furthermore, Guterres advocated for a comprehensive development strategy to tackle the root causes of terrorism, emphasizing the importance of investing in education, job creation, and social services.
