Documents Reveal China’s Pressure on UK University to Halt Human Rights Research

China has reportedly engaged in a campaign of intimidation against Sheffield Hallam University in the UK, pressuring the institution to cease research into alleged human rights abuses against Uyghur Muslims. Internal documents reveal that university staff faced threats from individuals linked to China’s National Security Service, leading to a blockade of the university’s websites in China. This situation has raised significant concerns about academic freedom and the influence of foreign governments on UK universities.

Intimidation Tactics and Research Suppression

Documents obtained by the BBC indicate that Sheffield Hallam University staff in China were approached by individuals they identified as members of China’s National Security Service. These individuals demanded the cessation of research being conducted by Professor Laura Murphy, who has been investigating allegations of forced labor involving Uyghur Muslims in Xinjiang. The university faced a two-year campaign of threats and intimidation, which included blocking access to its websites from China, severely impacting its ability to recruit Chinese students. An internal email from July 2024 highlighted the untenable situation, stating that the university could not reconcile its business interests in China with the publication of sensitive research.

The UK government was made aware of the situation, prompting then Foreign Secretary David Lammy to issue a warning to China regarding its attempts to suppress academic freedoms in the UK. The issue was escalated to discussions with China’s senior education minister, emphasizing the serious implications of foreign interference in academic research.

Impact on Academic Freedom

The pressure from China culminated in Sheffield Hallam’s decision to halt the publication of a significant research project led by Professor Murphy. In early 2025, university administrators informed her that she could no longer pursue her research on supply chains and forced labor in China. This decision prompted Murphy to initiate legal action against the university, claiming it had failed to protect her academic freedom. She also filed a “subject access request” to obtain internal documents related to her case.

In her statements, Murphy expressed her dismay at the university’s willingness to negotiate with a foreign intelligence service, suggesting that the institution prioritized financial gain from the Chinese student market over academic integrity. She described the situation as a clear example of how universities might compromise their values under external pressure.

University’s Response and Apology

Following the backlash and legal threats, Sheffield Hallam University issued an apology to Professor Murphy, allowing her to resume her research. A university spokesperson explained that the decision to halt her research was based on a complex set of circumstances, including difficulties in securing necessary insurance. They reaffirmed their commitment to supporting academic freedom and freedom of speech within legal boundaries.

However, the University and College Union’s general secretary, Jo Grady, expressed concern over the university’s actions, suggesting that it appeared to have silenced a professor on behalf of a foreign government. Grady called for transparency and measures to ensure that academics can conduct research without fear of external influence.

Broader Implications for UK Universities

The incident has sparked a broader discussion about the vulnerability of UK universities to foreign pressures, particularly from China. Baroness Helena Kennedy, a prominent figure in the academic community, noted that financial pressures on universities make them susceptible to compromising academic integrity. She warned that limitations on research could have alarming implications for academic freedom in the UK.

The Chinese Embassy in London has denied the allegations of forced labor and criticized the reports produced by the Helena Kennedy Centre at Sheffield Hallam, labeling them as flawed. The embassy emphasized the importance of educational cooperation between the UK and China, highlighting the significant number of Chinese students studying in the UK.
