Completion of Special Intensive Revision (SIR) of Electoral Rolls in Bihar

The Election Commission of India (ECI) has extended its congratulations to the citizens of Bihar, election officials, political parties, and other stakeholders for the successful completion of the Special Intensive Revision (SIR) of electoral rolls in the state. This significant exercise, which aims to ensure the accuracy and inclusivity of the electoral rolls, will see the final list of electors published by September 30, 2025. The SIR process has involved extensive collaboration among various entities to enhance voter registration and maintain the integrity of the electoral system.

Key Outcomes of the Special Intensive Revision

The SIR in Bihar has yielded important statistics regarding the electoral rolls. As of June 24, 2025, the total number of electors stood at approximately 7.89 crore. However, the revision process also saw the removal of around 65 lakh electors from the draft list. By August 1, 2025, the number of electors in the draft list is expected to decrease to about 7.24 crore. Notably, 3.66 lakh ineligible electors were removed, while 21.53 lakh eligible voters were added to the draft list through Form 6 applications. The final list of electors is projected to include around 7.42 crore individuals by the end of September 2025.

Collaboration and Efforts Behind the Revision

The successful execution of the SIR was made possible through the dedicated efforts of numerous officials and volunteers. The Chief Electoral Officer (CEO) of Bihar, along with District Election Officers (DEOs) from all 38 districts, played a crucial role in this large-scale operation. Additionally, 243 Electoral Registration Officers (EROs), nearly 3,000 Assistant Electoral Registration Officers (AEROs), and approximately 1 lakh Booth Level Officers (BLOs) contributed to the process. The involvement of major political parties, their district presidents, and over 1.6 lakh Booth Level Agents (BLAs) further facilitated the comprehensive revision of the electoral rolls.

Public Access and Transparency Measures

To promote transparency, the ECI has made both physical and digital copies of the final electoral roll available to political parties. Voters can also check their registration status online at the ECI’s official website. Throughout the SIR process, regular meetings were held with political parties to explain the procedures and keep them informed. By July 20, 2025, the CEO and DEOs had shared booth-level lists with political parties, detailing electors who were deceased, had not submitted enumeration forms, or had permanently migrated. This proactive approach aimed to ensure that eligible voters were accurately identified and included in the electoral rolls.

Future Steps for Voter Inclusion

Eligible individuals who wish to have their names included in the electoral roll can submit applications up to ten days before the deadline for filing nominations for elections. If any person is dissatisfied with the decisions made by the Electoral Registration Officer (ERO) regarding entries in the final electoral roll, they have the right to file an appeal. The first appeal can be made to the District Magistrate, while a second appeal can be directed to the Chief Electoral Officer. This structured process underscores the ECI’s commitment to ensuring that no eligible voter is left out and that the electoral rolls remain accurate and up-to-date.
