Secretary-General Appeals to Security Council for Peace in Ukraine Under UN Charter

UN Secretary-General Antรณnio Guterres addressed the Security Council today, highlighting the ongoing crisis in Ukraine as it approaches the three-year mark since Russia’s full-scale invasion. He emphasized the immense suffering caused by the conflict, which has led to significant civilian casualties and destruction of critical infrastructure. Despite diplomatic efforts, the fighting has intensified, affecting both Ukrainian and Russian civilians. Guterres called for an immediate cessation of attacks on civilians and urged for increased humanitarian aid to those impacted by the war.

Escalating Violence and Civilian Impact

The situation in Ukraine has deteriorated significantly, with the conflict intensifying in recent months. Guterres reported that the number of Russian missiles and drones targeting Ukrainian cities has reached unprecedented levels. This escalation has resulted in some of the highest civilian casualties since the war began, with over 14,000 civilians, including hundreds of children, reported killed and more than 36,000 injured. The relentless bombardment has left Ukrainian civilians suffering in their homes, schools, and hospitals. Furthermore, civilians in the Russian Federation are also increasingly affected by the ongoing violence. Guterres stressed that attacks on civilians and civilian infrastructure are prohibited under international law and must cease immediately.

The war has severely disrupted access to essential services in Ukraine, including water, electricity, healthcare, and education. Guterres warned that massive strikes on energy infrastructure threaten to leave millions without power and heat as they face another winter of conflict. The situation is particularly alarming at the Zaporizhzhia Nuclear Power Plant, where the threat to safety and security remains high. The UN Secretary-General called on all parties involved to uphold their responsibilities under international law to protect these critical sites. He also urged donors to increase their contributions to the humanitarian response plan, emphasizing the need for safe and unimpeded access to aid for the most vulnerable populations affected by the war.

Diplomatic Efforts and the Path to Peace

Despite the ongoing violence, Guterres acknowledged recent diplomatic efforts aimed at resolving the conflict. He commended the political will demonstrated by the United States and other nations in seeking diplomatic solutions. Notably, direct talks between Ukrainian and Russian delegations in Istanbul have resulted in the return of hundreds of prisoners of war and opened channels to address urgent humanitarian concerns. However, Guterres lamented the slow progress towards a ceasefire and a lasting peace settlement, warning that each day of fighting undermines the chances for successful diplomacy and increases the risk of further escalation. He reiterated the obligation of all member states to resolve international disputes through peaceful means.

Call for Ceasefire and Continued Support

As the conflict continues, Guterres emphasized the urgent need for a comprehensive and sustainable ceasefire that aligns with the United Nations Charter and international law. He reiterated his appeal for a ceasefire that would pave the way for a just and lasting peace. The UN remains committed to supporting all meaningful efforts to end the war and build a future characterized by dignity, security, and peace for all. Guterres concluded by stressing that the fragile diplomatic momentum must not be lost, as the consequences of prolonged conflict will be devastating for everyone involved.
