UN Calls for Irreversible Action towards Implementing Two-State Solution

UN Secretary-General Antรณnio Guterres addressed the Security Council today, emphasizing the urgent need for a renewed commitment to peace in the Middle East, particularly regarding the Palestinian question. He highlighted the region’s volatile state, marked by ongoing violence and humanitarian crises, while also pointing to the potential for positive change. Guterres underscored the critical importance of a two-State solution, warning that its viability is at risk as tensions escalate, particularly following the recent conflict in Gaza.

Current State of the Middle East

Guterres opened his remarks by acknowledging the significant shifts occurring in the Middle East, characterized by both challenges and opportunities. He called for respect for the ceasefire and territorial integrity in Lebanon, urging all parties to adhere to their commitments. In Syria, he stressed the importance of supporting a political transition that includes all segments of the population, ensuring accountability and fostering national healing. The situation in the occupied Syrian Golan remains precarious, with ongoing violations of the 1974 Disengagement of Forces Agreement, including the presence of Israeli Defense Forces in the area and their military actions across the ceasefire line.

The Secretary-General pointed out that the people of the Middle East deserve a future free from conflict and suffering. He emphasized the need for collective efforts to meet their aspirations for justice, dignity, rights, security, and lasting peace. Guterres reiterated that the region stands at a pivotal moment in history, where the pursuit of a two-State solutionโ€”Israel and Palestine living side by side in peaceโ€”remains essential for sustainable peace.

Escalating Violence and Humanitarian Crisis

The recent escalation of violence, particularly following the October 7, 2023, terror attacks by Hamas, has exacerbated the humanitarian crisis in Gaza. Guterres described the dire conditions faced by the people of Gaza, who are trapped in increasingly confined spaces and deprived of essential supplies. He noted that the Security Council has rejected any attempts to alter the demographic or territorial status of Gaza, affirming that it must remain a part of a future Palestinian State.

In the occupied West Bank, including East Jerusalem, Guterres highlighted the alarming increase in Israeli military operations, which have led to forcible displacements and settlement expansions. He condemned the ongoing violence against Palestinian communities, often occurring with impunity, and called attention to the reciprocal violence against Israelis. The Secretary-General stressed that the international community cannot afford to remain passive as the two-State solution faces imminent threats.

Call for Action and Humanitarian Support

Guterres urged political leaders to make decisive choices in response to the ongoing crisis. He emphasized the need for a permanent ceasefire and the immediate restoration of humanitarian aid to Gaza, where over two million people are in desperate need of assistance. He condemned the use of humanitarian aid as a tool for military pressure and called for Israel to protect civilians and facilitate relief efforts.

He expressed deep concern over the safety of UN personnel and humanitarian workers operating in the region, highlighting the need for their protection and the respect of humanitarian principles. Guterres also called for the unconditional release of all hostages and urged Member States to leverage their influence to ensure compliance with international law and accountability for violations.

Urgent Need for a Two-State Solution

As the region navigates this tumultuous period, Guterres reiterated the urgency of revitalizing the commitment to a two-State solution. He warned that the window of opportunity is closing, and the international community must act decisively to prevent further violence and occupation. The upcoming High-Level Conference, co-chaired by France and Saudi Arabia, presents a crucial opportunity to galvanize international support for a viable two-State solution.

He called for sustained political and financial support for the Palestinian Authority to strengthen its institutions and enable it to fulfill its responsibilities in Gaza. Guterres concluded with a powerful message, urging leaders to demonstrate political courage and will to address the central question of peace for both Palestinians and Israelis, emphasizing that the time for action is now.
