Unincorporated Sector Sees 12.84% Growth in 2023-24

The National Statistics Office (NSO) has released its Annual Survey of Unincorporated Sector Enterprises (ASUSE) for 2023-24, revealing significant growth in India’s unincorporated non-agricultural sector. Conducted from October 2023 to September 2024, the survey indicates a remarkable increase in the number of establishments and employment figures, highlighting the sector’s resilience and expansion amid ongoing economic challenges.

Overview of the Survey

The NSO, under the Ministry of Statistics and Programme Implementation (MoSPI), is tasked with conducting extensive sample surveys across various socio-economic subjects throughout India. The ASUSE aims to gather data on economic and operational characteristics of unincorporated non-agricultural establishments, which include manufacturing, trade, and services sectors, excluding construction. The survey collects vital information such as the number of workers, Gross Value Added (GVA), emoluments paid, and operational characteristics like ownership type and registration status.

For the 2023-24 period, the ASUSE surveyed a total of 498,024 establishments, estimating the total number of unincorporated non-agricultural establishments in India at approximately 73.4 million. This marks a substantial increase from 65 million in the previous year, representing a healthy growth rate of 12.84%.

Employment Growth in the Sector

The unincorporated sector has also shown impressive employment growth, with over 120 million workers employed between October 2023 and September 2024. This figure reflects an increase of more than 10 million workers compared to the previous year, indicating a robust labor market recovery and expansion within the sector. The growth in employment is a positive sign for the Indian economy, suggesting that more individuals are finding work in this vital segment.

Government initiatives such as the Mudra Yojana and Startup India have played a crucial role in supporting the growth of unorganized enterprises in India. However, the specific impact of these initiatives is not assessed within the ASUSE framework, leaving room for further analysis on how these programs contribute to sector growth.

State-wise Breakdown of Establishments and Employment

The ASUSE report provides a detailed state-wise breakdown of the number of establishments and workers in the unincorporated non-agricultural sector. For instance, Andhra Pradesh reported an increase from 3.2 million establishments in 2022-23 to 3.6 million in 2023-24, with a corresponding rise in employment from 4.9 million to 5.1 million workers. Similarly, Maharashtra and Uttar Pradesh also exhibited significant growth in both establishments and employment figures.

The detailed statistics reveal that states like Tamil Nadu, Gujarat, and West Bengal have also contributed substantially to the overall growth of the sector. This data underscores the diverse economic landscape across India, with various states experiencing unique growth trajectories.
