Update on Cyber Crime Prevention Scheme Performance

The Indian government is taking significant steps to combat cybercrime, particularly those targeting women and children. According to the Minister of State for Home Affairs, Shri Bandi Sanjay Kumar, the Ministry of Home Affairs has allocated over โน132 crores to enhance the capabilities of state law enforcement agencies. This funding will support the establishment of cyber forensic laboratories, training programs, and the development of a centralized reporting portal for cybercrime. These initiatives aim to create a more coordinated and effective response to the growing threat of cybercrime across the country.
Financial Support for Capacity Building
The Ministry of Home Affairs has released โน132.93 crores under the Cyber Crime Prevention against Women and Children (CCPWC) Scheme. This funding is directed towards enhancing the capabilities of state and union territory law enforcement agencies. The financial assistance will be used to set up cyber forensic-cum-training laboratories, hire junior cyber consultants, and train personnel including law enforcement officers, public prosecutors, and judicial officers.
As part of this initiative, cyber forensic laboratories have been established in 33 states and union territories, including Andhra Pradesh, Gujarat, and West Bengal. However, it is noted that in Tamil Nadu, the laboratory is only partially operational. The establishment of these laboratories is crucial for improving the investigation and prosecution of cybercrimes, which have become increasingly prevalent in recent years.
Training Programs for Law Enforcement
To ensure effective handling of cybercrime cases, a comprehensive training curriculum has been developed for law enforcement personnel, public prosecutors, and judicial officers. States and union territories have been encouraged to organize training programs based on this curriculum. So far, over 24,600 individuals have received training on various aspects of cybercrime, including awareness, investigation techniques, and forensic analysis under the CCPWC Scheme.
This training is essential for equipping personnel with the necessary skills to tackle the complexities of cybercrime. The focus on specialized training reflects the government’s commitment to enhancing the overall capacity of law enforcement agencies in dealing with these modern challenges.
Centralized Reporting and Coordination Efforts
The Indian government has also launched a centralized Cyber Crime Reporting Portal, which was first introduced on September 20, 2018. This platform allows citizens to report incidents related to child pornography and other forms of sexual exploitation. A revamped version of this portal was launched on August 30, 2019, expanding its scope to cover all types of cybercrimes, with a particular emphasis on those affecting women and children.
In addition to the reporting portal, the National Crime Records Bureau (NCRB) and the Indian Cyber Crime Coordination Centre (I4C) have been designated as key agencies for addressing cybercrime. These agencies are empowered to issue notices to intermediaries for the removal of illegal content, including child pornography and sexually explicit material. The establishment of these mechanisms is a significant step towards creating a safer online environment for vulnerable populations.
Future Initiatives and Strategic Goals
Looking ahead, the Ministry of Home Affairs has announced plans to establish the Indian Cyber Crime Coordination Centre (I4C) as an attached office by July 1, 2024. This center will focus on coordinating efforts to combat all forms of cybercrime in a comprehensive manner. The establishment of I4C is part of a broader strategy to enhance the government’s response to the increasing threat of cybercrime.
Furthermore, a Memorandum of Understanding (MoU) was signed between the NCRB and the National Center for Missing and Exploited Children (NCMEC) in the USA. This agreement aims to facilitate the sharing of information regarding online child pornography and exploitation, thereby strengthening international cooperation in combating these heinous crimes. The government’s proactive approach underscores its commitment to safeguarding citizens, particularly the most vulnerable, from the dangers posed by cybercriminals.
