Scheduled from April 24 to 26, 2026, the event will unfold at the scenic Sher-i-Kashmir International Convention Centre (SKICC) in Srinagar, Jammu & Kashmir. The gathering will be guided by Union Minister Dr. Mansukh Mandaviya and Minister of State Smt. Raksha Nikhil Khadse.
Strengthening Sports Governance and Youth Development
This summit is designed as a high-level platform aimed at fostering constructive discussions that will enhance sports governance and youth development frameworks. The focus will be on strengthening collaboration between the Centre and states, aligning policies, and achieving institutional convergence. Key figures from the ministry, including Dr. Pallavi Jain Govil, Secretary (Youth Affairs), and Shri Hari Ranjan Rao, Secretary (Sports), will be present, alongside representatives from national initiatives like Khelo India, Fit India, MY Bharat, and the National Service Scheme (NSS).
Key Topics of Discussion
Deliberations will primarily target the enhancement of the nation’s sports ecosystem. Important discussions will revolve around devising strategies for medal success, athlete development pathways under the Khelo India Mission, and improving coordination through the upcoming Khelo Bharat Niti. Topics such as sports governance, ensuring a safe sporting environment, and promoting a robust sports goods manufacturing ecosystem will also be addressed. Importantly, the summit will review previous actions taken to foster accountability and measurable results.
Emphasis on Youth Affairs
On the youth front, participants will focus on enhancing engagement strategies, improving delivery systems, and maximizing institutional impact. Key discussions will revolve around the Annual Action Plan for 2026–27, boosting grassroots youth clubs, and improving digital outreach through the MY Bharat portal. Special emphasis will be placed on merging MY Bharat with the NSS for better funding and program coordination, focusing on themes like leadership development, volunteerism, and youth-led campaigns like the Nasha Mukti Abhiyan.
Structured Framework for Outcomes
The Shivir is organized around the themes of ‘Samvaad Se Samadhaan’ (Dialogue to Solution), ‘Samadhaan Se Sankalp’ (Solution to Commitment), and ‘Aatmaavlokan’ (Self-Reflection), facilitating meaningful exchanges and actionable outcomes. Activities will include keynote speeches, presentations from state representatives and ministry officials, best practices sharing, structured discussions, and thematic group work. Collaborative policy labs and real-time documentation of deliberations will support effective implementation strategies.
Holistic Engagement Activities
In addition to discussions, the Chintan Shivir will include activities aimed at promoting holistic engagement, such as Yoga sessions, a Fit India Cyclothon, and a cultural program, creating opportunities for informal consultations between participating states and union territories.
Future Directions in Youth and Sports Development
Through this summit, the government aims to promote cooperative federalism, enhance stakeholder convergence, and amplify the effectiveness of programs in both sports and youth development sectors. The insights and outcomes generated are expected to influence future policy directions, building a strong sports ecosystem and an empowered youth base aligned with the vision of Viksit Bharat@2047.
